Sistem,temeli milattan oncelere dayanan sanayi devrimiyle geli~en, finansal geli~melerle olgunla~anbir konut finansmanl sistemidir. Sistemin olmazsa olmaz unsuru ipotek kavramlyken; sistemini~leyi~inde temel unsur menkul klymetle~tirmedir.ipotekli konut finansman sistemi geli~mi~ konut ve sermaye piyasalarlnda olu~an veuzun siiredir uygulanan bir sistemdir. Sistemin en iyi i~ledigi yerler olduklarl ve geli~mi~piyasa mekanizmalarlna sahip olduklarl i9in, uygulamalarda Amerika Birle~ik Devletleri veAvrupa mortgage piyasalarl omek olarak gosterilmi~tir.C;all~mada belgesel tarama modeli ve istatistiki yontemle~ tercih edilerek mortgagesisteminin 9all~ma ~ekli, riskleri ve ekonomi i9in oneminden bahsedilmi~tir. Amerika veAvrupa Birligi ulkelerindeki konut finansman sistemlerine yer verilmi~tir. Son olarak da ABDve bazl Avrupa ulkelerinin ekonomik gostergeleri ile mortgage hacimleri araslndaki ili~kipanel data yontemi ile ortaya konmu~tur. Analizden elde edilen sonu9lar ile ulkemizde,06.03.2007 tarihinde yasallla~an ipotekli Konut Finansman Sisteminin uygulanabilirligiincelenmeye 9all~llml~tlr.
dc.description.abstractHousing is one of the basic individual requirements. At the same time it affects thesocial economic activities of the individual. The economics, social and political improvmentsin the world extended the housing problems and also made changes which produce newhousing politics and solutions. Mortgage is a solution to housing. Mortgage is a housingfinance system the origins of which can be traced back to B.C. improved with industrialrevolution, ripened with financal evolutions. System is built on mortgage and in the process ofthis system securitization is the main act.Mortgage system is, where accurs in developed residence and capital markets,carriedout for a long time. The United States of America and European Union are sampled inapplications,which have a developed market mechanism that the system works very good.In this project documental detection and statistical methods are preferred. At first it istaken up the mortgage term and Its working, risk, importance for the economy. It is mentionedthe housing finance systems in The United States of America and European Union. At theend of the search it is tried to investigated the application of housing finance system in ourcountry by taking up the economic factors effect the system.en_US
