Abstract
1990lõ yõllarõn başõnda dünyada siyasal ve ekonomik anlamda büyük çalkantõlaryaşanmõş, II. Dünya Savaşõndan sonra sosyalist ekonomik sistemi benimseyen Merkezi veDoğu Avrupa ülkeleri ile SSCBnin dağõlmasõ sonucu bağõmsõzlõğõnõ kazanan ülkelerdebaşlayan siyasi değişim beraberinde ekonomik yapõnõn değişimini de getirmiş ve bu süreçliteratüre Geçiş Ekonomisi kavramõnõ eklemiştir. Geçiş Ekonomisi kavramõ en genişanlamõ ile; planlõ ekonomik yapõyõ tasfiye ederek, serbest piyasa ekonomisine doğru dönüşümsürecine giren ekonomileri tanõmlamaktadõr.Dünyada küreselleşmenin ortaya çõkmasõyla eşanlõ ve bağlantõlõ olarak başlayan geçişsürecinde bu ülkeler, bir yandan geri kalmõşlõktan kurtulmaya, bir yandan da ekonomikyapõlarõnõ tamamen değiştirerek piyasa ekonomisine dönüştürmeye çalõşmaktadõrlar. Geçişülkeleri, her ne kadar farklõ koşullar ve yapõlarda olsalar da temelde ortak sorunlarasahiptirler; hantallaşmõş kamu sektörü, az gelişmiş altyapõ ve katõ kamu yönetimi en önemliortak sorunlarõ teşkil etmektedir.Geçiş süreci, uluslararasõ ekonomi ile entegrasyon için politik, ekonomik, hukuksal vesosyal alanda birçok reform yapõlmasõnõ, kurumsal ve yapõsal değişimler gerçekleştirilmesinigerektiren uzun bir süreçtir. Bu süreç içerisinde geçiş ekonomileri olarak tasnif edilen ülkeler,öncelikle devletin ekonomik faaliyetlerdeki etkinliğini azaltmaya ve ekonomik dönüşümeyönelik fiyatlar, ticaret ve piyasaya giriş çõkõşlarõn serbestleştirilmesi, makroekonomikistikrarõn sağlanmasõ, özelleştirme, sõkõ bütçe politikalarõ ve piyasa ekonomisi için gereklihukuki altyapõnõn oluşturulmasõna yönelik çeşitli reformlar uygulamõşlardõr. Reformlar, şoktedavi ve yavaş reformlar olmak üzere temelde iki şekilde uygulanmõştõr.Uygulanan reform programlarõ, etkin mali politika uygulamalarõnõ, mali disiplinsağlanmasõnõ, vergi politikalarõnõ, sağlõklõ borç yönetimi ve bütçe politikalarõnõ, özelleştirmeve sosyal güvenlik reformlarõnõ içermektedir. Piyasa ekonomisine geçiş sürecinde, reformuygulamalarõ tüm geçiş ülkelerinde aynõ sonucu doğurmamõştõr ve geçiş ülkelerininkaydettikleri performans, tüm ülkeler için aynõ hõz ve doğrultuda seyretmemiştir. Merkezi veDoğu Avrupa ülkelerinin geçiş uygulamalarõ sonucu Bağõmsõz Devletler Topluluğu Ülkelerive Türk Cumhuriyetlerinden daha başarõlõ olduklarõ görülmüştür.Çalõşmanõn sonunda Merkezi ve Doğu Avrupa ülkelerinden Çek Cumhuriyeti,Polonya, Macaristan ve Bulgaristan, geçiş süreci açõsõndan değerlendirilmiştir. Değerlendirmesonucunda Macaristan, Çek Cumhuriyeti ve Polonyanõn sõrasõyla en başarõlõ geçişekonomileri olduğu, Bulgaristanõn ise büyüme hõzõ ve yatõrõm ortamõ açõsõndan ilerlemeyeaçõk olduğu tespit edilmiştir.Anahtar Kelimeler: Geçiş Ekonomileri, Merkezi ve Doğu Avrupa Ülkeleri, ÇekCumhuriyeti, Polonya, Bulgaristan. In the beginning of the 1990s, there have been great uproars in political and economiccontext in the world. The political transformation that was started in the Central and EasternEuropean countries which embraced socialist economic system after World War II and thecountries that gained independence following the dissolution of the USSR also changed theeconomic structure, and this process added the Transition Economy concept to theterminology.These countries which are in the transition process that was started concurrently and inconnection with the emergence of the globalization in the world not only try to recover fromthe economic backwardness but also try to transform their economic structures into a marketeconomy by changing their economic structures completely. Transition countries havebasically common problems although they are in different conditions and structures, and inertpublic sector, underdeveloped infrastructure and strict public management constitute the mostsignificant common problems.During this period, the countries which were classified as the transition economiesprimarily applied prices that are intended to reduce the effectiveness of the economicactivities of the state and for the economic transformation; and also carried out variousreforms to liberalize the inflows and outflows within the trade and the market, to enable themacroeconomic consistency, to give way to privatization and to form the legal base that arenecessary for strict budget policies and the market economy.The reform programs that have been carried out consist of effective financial policypractices, ensuring the financial discipline, tax policies, healthy loan management and budgetpolicies, privatization and social security reforms. During the transition to the marketeconomy, reform practices have not led to the same results in all the transition countries andthe performance of the transition countries have not continued with the same pace and in thesame direction for all the countries. As a result of the transition practices of the Central andEast European countries, it is seen that these countries have been more successful than theCommonwealth of Independent States and the Turkic Republics.At the end of the study, Czech Republic, Poland, Hungry and Bulgaria have beenevaluated in terms of the transition period among the Central and East European Countries.As a consequence of the assessment, it has been determined that Hungry, Czech Republic andPoland have been the most successful transition economies respectively whereas Bulgaria hasbeen open to development in terms of growth rate and investment environment.Key Words: Transition Economies, Central and Eastern European Countries, CzechRepublic, Poland, Hungary, Bulgaria.
