İmalat sektöründeki güvenlik kültürünün güvenlik performansına etkileri

Abstract

Bu çalışmanın amacı, imalat sektöründeki güvenlik kültürü kavramının güvenlik performansına etkisini inceleyerek Türkiye'deki litaratüre katkı yapmaktır. Öncelikle, imalat sektöründeki güvenlik kültürü kavramının güvenlik performansı kavramı üstündeki etkilerini ölçmeyi amaçlayan bu çalışma, Türkiye'nin beş büyük sanayi şehri olan Ankara, Bursa, İstanbul, İzmir ve Kocaeli'deki imalat sektöründe hizmet veren işletmelerde gerçekleştirilmiştir. Çalışma kapsamında, işletmelerdeki güvenlik kültürü seviyesi tespit edilmiş ve bunun yanında kültür seviyesinin işçilerin davranışlarına ve yaşanan iş kazalarına etkisi de araştırılmıştır. Yapılan çalışma üç bölümden meydana gelmektedir. Birinci bölümde, çalışmayla ilgili kavramsal bir çerçeve oluşturulmaya çalışılmıştır. Bu kapsamda, iş sağlığı ve güvenliği kavramı, iş kazası kavramı, ülkemizdeki iş kazası verileri ve iş kazalarının sonuçları detaylıca incelenmiştir. Ayrıca, güvenlik kültürü kavramına zemin oluşturması açısından genel olarak kültür ve örgüt kültürü kavramı da birinci bölümde incelenmiştir. Organizasyonların güvenlik kültürü yapısı, örgütün güvenlik performansı ve yaşanan iş kazaları üstünde önemli bir etkiye sahiptir. Yapılan çalışmalar, örgütlerdeki güvenlik kültürünün güvenlik performansını etkilediğini ortaya koymaktadır. Güvenlik kültürüne ait farklı boyutlar, farklı güvenlik performansı faktörlerini etkiler. Araştırma neticesinde yetersiz bir güvenlik yönetim sisteminin, çalışanların güvenli davranışlar sergilememesine yol açtığı saptanmıştır. Ayrıca, çalışan davranışlarının işletmedeki güvenlik kültürünün yayılmasında etkili olduğu belirlenmiştir. Güvenlik kültürünün güvenlik performansı üzerinde önemli bir etkisinin olduğu sonucuna varılmıştır ve yeterli düzeydeki çalışan katılımının çalışanların işletmeye olan bağlılıklarını arttırdığı bunun bir sonucu olarak da çalışan motivasyonlarının geliştiği ortaya konmuştur.

The aim of this study is to contribute to the relevant literature in Turkey by examining the effect of the concept of safety culture in the manufacturing industry on safety performance. Firstly, this study aming to measure the effects of the safety culture concept in the manufacturing sector, on the concept of safety performance, was held in businesses serving the manufacturing sector in Turkey's five largest industrial cities; Ankara, Bursa, Istanbul, İzmir and Kocaeli. Within the scope of the study, the level of safety culture in the enterprises was determined and the effects of the cultural level on the behaviours of the workers, and occupational accidents were also investigated. The study consists of three parts. In the first part, a conceptual framework related to the study was tried to be formed. In this context, the concept of occupational health and safety, the concept of occupational accident, the data of occupational accident in our country and the results of occupational accidents were examined in detail. In addition, in order to provide a basis for the concept of safety culture, the concept of culture and organizational culture was also examined, in general in the first chapter. The safety culture structure of organizations has a significant impact on the safety performance of the organization and occupational accidents. Studies have shown that safety culture in organizations affects safety performance. Different dimensions of the safety culture affect different safety performance factors. As a result of the research, it was determined that an insufficient security management system caused the employees not to exhibit safe behaviors. Furthermore, it was determined that employee behavior is effective in spreading the safety culture in the business. It was concluded that the safety culture has a significant effect on the security performance and it was shown that sufficient employee engagement increases the employees' loyalty to the company and, as a result of this, employee motivation develops.
