Kocaeli SEKA 2. ve 5. kağıt fabrikaları`nın koruma sorunları ve yeniden kullanımı

Abstract

Bir dönemin mimari, teknolojik ve ekonomik özellikleri ile sosyo-kültürel yaşamının izlerini taşıyan eski endüstri yapıları 1950'li yıllardan sonra önem kazanmış ve endüstri mirası olarak koruma altına alınmıştır. Erken Cumhuriyet döneminde devlet tarafından kurulmuş olan SEKA (Türkiye Selüloz ve Kağıt Fabrikaları) Cumhuriyet Dönemi endüstri mirasının en önemli örneklerinden biridir. 1930'lu yıllarda Kocaeli-İzmit bölgesinde kurulan ilk kağıt fabrikasından sonra 1960'lı yıllara kadar pek çok fabrika yapısı kurulmuş, 1960'lardan sonra SEKA İzmit dışında tesisler kurarak dev bir endüstri ağı haline gelmiştir. 1980' lerin ikinci yarısından sonra kamusal kağıt sektörüne olan yatırımın azalmasıyla önemini yitiren SEKA Tesisleri, 1990'ların sonunda özelleştirme kapsamına alınarak özelleştirilmiştir. SEKA Tesisleri kuruluşlarından kapanışlarına kadar olan dönemde ekonomik, sosyal ve kültürel anlamda bulundukları bölgeler ile iletişim içinde olmuşlar, çevrelerini şekillendirerek günümüzdeki görünümünü almalarında etkili olmuşlardır.Bu tez çalışmasında 2005 yılında özelleştirilerek Kocaeli Büyükşehir Belediyesi'ne devredilen ve endüstri mirası olarak koruma altında olan SEKA Kocaeli Tesisi bünyesindeki İkinci ve Beşinci Kağıt Fabrikaları konu olarak seçilmiştir.Çalışmanın birinci aşamasında endüstri mirası ile ilgili literatür araştırması yapılmış, endüstri mirası ve arkeolojisi terimleri tanımlanmıştır. Dünyada ve Türkiye'de endüstri mirasının korunması ile ilgili yapılan çalışmalara değinilerek konu ile ilgili kurulan kurumlar hakkında bilgi verilmiştir. Yeniden işlevlendirilmiş olan endüstri yapılarından örnekler incelenmiştir.Çalışmanın ikinci aşamasında, SEKA Komplekslerinin oluşum, gelişim ve özelleştirme süreçlerine değinilmiş, SEKA Kompleksleri'nin sosyal ve kültürel hayata etkilerinden bahsedilmiştir.Çalışmanın üçüncü aşamasında, İkinci ve Beşinci Kağıt Fabrikaları'nın mevcut durumunun belgelenmesi için alanda yapılan belgeleme çalışmaları sonucunda 1/200 rölöve çizimleri üretilmiştir. Yapıların plan ve cephe özellikleri rölöveler ve fotoğraflı tespitler üzerinden, strüktür özellikleri alanda yapılan ölçü, fotoğraflama ve tespit çalışmaları sonucu üretilen modeller üzerinden incelenmiştir. Çalışmanın son bölümünde, İkinci ve Beşinci Kağıt Fabrikaları'ndaki korunma sorunları alanda yapılan tespitler ve fotoğraf çalışmaları üzerinden değerlendirilmiştir. Yapının korunarak geleceğe aktarılabilmesi için yeniden işlevlendirilmesi önerilmiş, öneri proje çalışması yapılmıştır.

The old industrial structures, which bear the architectural, technological and economic characteristics of a period and the traces of socio-cultural life, gained importance after the 1950s and were taken under protection as an industrial heritage.SEKA (Turkey Pulp and Paper Plant) is one of the most important examples of state-established industrial heritage founded during the Early Republican era. After the First Paper Factory established in the Kocaeli-Izmit region in the 1930s, many factories were built up until the 1960s. SEKA became a giant industrial network by establishing facilities outside Izmit as of the 1960s. After the second half of the 1980s, SEKA facilities, which lost their significance after the downsizing of investment in the public paper sector, were privatized in the 1990s. SEKA facilities have been in contact with the regions in which they are located in economic, social and cultural terms, from their organizations to their closures, and have been influential in shaping their environment and taking their present appearance.In this thesis, the 2nd and 5th Paper factories within the scope of SEKA Kocaeli Plant, which was privatized in 2005 and transferred to Kocaeli Metropolitan Municipality, which is under protection as industrial heritage, was selected as the subject.In the first chapter of this study, a literature search on the industrial heritage was made and the terms of industrial heritage and archeology were defined. Notable examples regarding the protection of industrial heritage in the world and Turkey have given in addition to institutions established by referring to related studies. Furthermore, examples of re-functionalized industrial structures examined as well.In the second chapter of the study, the formation, development and privatization processes of SEKA complexes discussed.In the third chapter of the study, 1/200 survey drawings were drawn as a result of the measurements carried out in the field to document the current situation of the 2nd and 5th Paper Factories. The plan and facade features of the buildings examined through surveys and photographic determinations, and the structural features examined through models produced as a result of measurements, photographing and determination studies in the field.In the final chapter of the study, the protection problems regarding the 2nd and 5th Paper Factories evaluated with the help of the findings in the field and evaluations based on visual documentation. In order to be able to transfer the structure to the future, it was suggested to re-function, and an additional proposal project is presented.
