Yap-işlet-devret modeli ve Türkiye uygulaması

Abstract

ÖZET Bu. çalışmada Türkiye'de iktisat literatüründe güncelliğe sahip, öncelikle altyapı ve diğer yatırımı projelerinin modeli olarak kabul edilen Yap-işlet-Devret Modeli incelenerek, Türkiye'deki -uygulamaları ele alınmıştır. Yap-işlet-Devret başta altyapı olmak üzere çeşitli ya- tırım projelerinin yerli ve yabancı firmaların katılımı ile gerçekleştirilmesi için oluşturulmuş bir ekonomik işbirliği modelidir. Modelde, projenin yapımını üstlenen kuruluş bir tesisi inşa etmeyi ve belirli bir süre ile bağlı olarak işletmeyi, belirlenen sürenin sonunda tesisi işler durumda kamu kuruluşuna devretmeyi yüklenmektedir. Çalışmanın birinci bölümünde genel olarak Yap-İşlet- Devret Modeli kavramı, tanımı, modelin unsurları, modelin işleyişi ve Y.İ.D. Modelinin uygulamasına yol açan faktörler ve ekonomik etkileri incelenmiştir. İkinci bölümde Türkiye'de Yap-İşlet-Devret Modeli uygulamasının kısa bir tarihçesi ve modelin işleyişi verildik- ten sonra modele konu olan bazı projeler tanıtılmıştır. Daha sonra da Türkiye'de Y.İ.D. Modeli'nin uygulamasına yol açan faktörler ve modelin ekonomik etkileri belirtilmiştir.

ABSTRACT In this study has the actality and it is firstly accepted the model of new inuestments and mfrastructural mverstments. Build-Op erat e-Trans fer. *:s applications in Tür- kiye are taken up and reseached. Build-Operat e-Trans fer the economic community model which is added by different investment projects of native and foreign companies which have met to realize and to make up this model. In this model, the company accepts to build the foundation and to work it till the time which was determined and at the end of this time to transfer to public concerns. In the first part, generally B.O.T. »s conceptions, definitions, the elements and workings of the models are examined and B.O.T.'s smilar applies and factors are introduces, In the second part, after a short historical account and information about the functions of B.O.T. model in Türki- ye, some projects which are convenient to the model are introduced. And then the factors and economical effects to apply the model are pointed out.
