Heterodoks iktisat/maliye yaklaşımının Türkiye`deki yansıması: 1990-2018

Abstract

Bu tezin amacı, Heterodoks İktisat/Maliye okullarının, Türkiye‟deki yansımalarınıortaya koymaktır. Çalışmada ilk olarak, iktisadın toplum bilimlerinden ayrışarak `bilim`haline gelişine ve iktisat biliminin metodolojisine değinilmiştir. Devamında, iktisatta`ortodoks-heterodoks` ayrımı yapılarak, Ortodoks ve Heterodoks İktisat‟ın, teorileri vemetodolojileri açıklanmıştır. İlk bölüm, Ortodoks-Heterodoks İktisat‟ın, çalışma alanı,sınırları ve çalışma konuları tartışmaları ile sonlandırılmıĢtır. İkinci olarak, başlıcaHeterodoks İktisat/Maliye okullarının tarihçesi, teorisi ve yöntemi incelenmiştir. Bu,çalışmanın konusu olan, Kurumcu/Kurumsal İktisat, Post-Keynesyen İktisat, Radikal Politikİktisat ve Feminist İktisat okulları açıklanmıştır. Son bölümde ise; Heterodoks İktisat/Maliyeyaklaşımlarının, Türkiye‟deki yansımaları, 1990-2018 yılları arasında yayınlanmış, lisans üstütezleri ve Türkiye‟nin kuruluş yılları itibariyle en eski on üniversitesinin, günümüzdekiakademik programları üzerinden gösterilmeye çalışılmıştır.

The objective of this thesis is to state the reflecions of Heteredox Economics/PublicFinance approaches on Turkey. Firstly, this study deals with the methodology of economicsand how economics have become `a science‟‟ by seperating itself from other social sciences.Next, theories and methodologies of Orthodox and Heteredox economics are explained bydividing economics as Orthodox and Heterodox. The first chapter consists of main arguments,study fields and limitations of Orthodox – Heterodox economics. Secondly, the history,theory and methodology of primary Heterodox Economics/Public Finance are examined. Inthe context of this thesis, Radical Politic Economics, Post-Keynesian Economics, InstituonalEconomics and Feminist Economics are explained. The last chapter examines, HeterodoksEconomics/Public Finance approaches‟, the graduate and under-graduate programmes of theoldest ten universities of Turkey and the masters and Ph.d thesis that are published betweenthe years 1990 and 2018.
