Abstract
ÖZET Musul sorunu, Türkiye ve Ortadoğu yakın tarihinin en önemli konularından biridir. Misak-ı Milli'ye göre Türkiye sınırlan içinde yeralması gereken bu bölge, uzun süren siyasi, diplomatik ve askeri mücadelelerden sonra Irak'a dahil edilmiştir. Konuyla ilgili kaynaklar incelendiğinde, Türkiye'de yapılmış pek çok çalışmanın, Musul'un bugün Irak topraklan içinde kalmasının nedenim İngilizlerin düzenlediği tertiplere bağladığı görülecektir. Bu tür komplo teorileri, İngiltere'nin üniter bir aktör olarak hatları iyi belirlenmiş bir Mezopotamya ve özelde de Musul politikasına sahip olduğunu ve bu politikayı uygulamak için çeşitli entrikalara başvurduğunu örtük ya da açık bir biçimde varsaymaktadır. Ne var ki, Musul'un bugünkü statüsü pek çok faktörün etkin olduğu karmaşık bir sürecin sonucudur. Sorunun çözümlenmesi sırasında, yalnız İngiltere ve Türkiye'nin değil, Fransa, İtalya, Rusya ve A. B. D. gibi ülkelerin uyguladığı politikalar da etkili olmuştur. Ayrıca bu devletler üniter yapılar olmadıkları için, devlet-dışı aktörler de devreye girmiş ve bu süreci daha da karmaşıklaştırmıştır. Bireylerin kanı, düşünce ve amaçlan politikaların belirlenmesinde etkili olmuştur. Değişik hükümet organlarına ve bu organlar adına hareket eden bireylere ek olarak, petrol şirketleri gibi özel firmalar da olaylardaki yerlerini almıştır. Bu da ekonomik konuların süreçteki etkinliğim göstermektedir. Ayrıca her ülkedeki iç siyasi durum uygulanan dış politikaları da etkilemiştir. Bu çeşitli aktör ve konulara bakarak, Musul'un Irak'a dahil edilmesi sürecinin realist teoriden ziyade globalist modelle daha iyi açıklanabileceği söylenebilir. IV ABSTRACT The Mosul question has been one of the most important issues in the history of both Turkey and the Middle East. Although the province was a part of the Turkish land according to the National Pact, it was granted to Iraq after a long period of political, diplomatic and military struggle among the concerned countries. A brief literary survey on the question reveals that most of the Turkish sources base their explanations as to why Mosul is a part of Iraq today on the alleged British scheme. Such theories of conspiracy implicitly or explicitly assume that Britain, as a unitary actor, had a well-established policy toward Mesopotamia and Mosul in particular, and that she resorted to such designs in order to implement this policy. However, the present status of Mosul is the result of an intricate process in which a multiplicity of factors were effective. Not only the policies of Britain and Turkey but also those of France, Italy, Russia and the United States had their roles in the resolution of the question. Besides, the process was further complicated by many nonstate actors as the states involved were not monolithic bodies. Policy outcomes were influenced by individual beliefs, thoughts and goals. In addition to different government bodies and individuals acting in the name of these bodies, private firms such as oil companies also played their parts, which indicates the importance of economic concerns. Besides, the domestic political environment in each country affected their foreign policies as well. With regard to these different actors and issues, the whole process of the inclusion of Mosul into Iraq can be better explained by the globalist model of international politics, rather than by the realist paradigm.
