Türkiyenin enerji politikası ve verimlilik açısından değerlendirilmesi

Abstract

ÖZET Bu çalışmada, bugün kalkınma beklentileri içerisindeki Türkiye'nin en önemli meselelerinden biri olan ener j inin, ge nel politikası ve bu politikaların, verimlilik üzerindeki et kileri geçmişte ve günümüzdeki uygulamalarıyla değerlendiril miş ve Türkiye enerji sistemi uluslararası enerji sisteminin bir parçası olarak ele alınıp problemlere çözüm aranmaya ça lışılmıştır. Çalışmamızın birinci bölümünde, Dünya genel enerji du rumu, enerji kaynaklarının rezervleri ile Türkiye'nin genel enerji durumu belirtilmiş, dünya enerji sisteminde Türkiye' nin yeri ve enerji-ekonomi ilişkileri açıklanmıştır. İkinci bölümde, Türkiye'nin plânlı dönemde ve önceki yıl larda uyguladığı enerji politikaları ele alınarak enerji me selesinin değerlendirilmesi yapılmıştır. üçüncü bölümde, enerjide verimlilik sağlanması tasarruf ve rasyonalizasyon tedbirleri ile yeni ve yenilenebilir ener ji kaynaklarının değerlendirilmesi ve yeni tekniklerin geliş tirilmesi üzerinde durulmuştur. Dördüncü ve son bölümde ise Türkiye enerji meselesinin uzun dönem çözümü doğrultusunda alınması gereken tedbirler ve ulaşılan sonuçlar açıklanmıştır. -VI-

ABSTRACT In this study, the general energy policies which are on of the most Important issues of Turkey, a developing co untry and the influence of these policies on the producti vity with their past and present applications are evaluated and by considering the Turkish energy system as part of the International energy system, solutions are sought for the problems. In the first part of our study, the general state of energy in the world, the reserves of energy sources, the general state of energy in Turkey as well as the place of Turkey in the energy system of the world and- the relation ships between energy and economy will be explained. In the second part, an analysis of the energy problem will be made by studying the energy politicises that Turkey followed during the planned development years and the years before. In the third part, we deal with how to obtain produc tivity in energy, measures for saving energy and for rati onalization, the evaluation of new and constant energy sour ces, and the development of new techiques In the fourth and the last part, long term measures to be taken for the solution of the energy problem in Turkey and the results reached will be mentioned, -VII-
