Abstract

KENTSEL SIT ALANLARINDA KORUMA AMAÇLI İMAR PLANLARININ UYGULAMA SÜRECİ SORUNLARININ ARAŞTIRILMASI (Yüksek Lisans Tezi) Mehtap ÖZGÜR... GAZI ÜNİVERSİTESİ FEN BİLİMLERİ ENSTİTÜSÜ Ağustos, 1997 ÖZ Ülkemizde değişen yaşam koşulları ve çağdaşlaşma sürecinin bir yansıması olan kentleşme, toplumun sosyal, kültürel, ekonomik ve fiziksel tüm özelliklerinde kendini göstermektedir. Kentleşme sürecinin ençok hissedildiği ve en fazla değişime uğrattığı mekanlar ise tarihi çevrelerdir. Çünkü tarihi çevreler, diğer kentsel aktivitelerin gelişmelerine karşı direnememekte ve böylece yapısal değişimlere uğramaktadır. Bu etkileşimin yarattığı sorunlara çözüm getirmesi beklenen koruma amaçlı imar planlan, uygulama sürecine girdiği andan itibaren birtakım sorunlarla -teknik, örgütsel, ekonomik, koruma bilinci- karşılaşılmakta ve tarihi çevreleriniz hızlı bir şekilde yok olmaktadır. Bu nedenle tarihi çevrelerde, planlama sürecinin en önemli basamağı olan uygulama aşamasında karşılaşılan sorunların neler olduğunun araştırılması ve bu araştırmalar doğrultusunda ortaya çıkacak sorunlar doğrultusunda birtakım yeni düzenlemelerin yapılması gerekmektedir.

A RESEARCH ON DIFFICULTIES IN THE IMPLEMENTATION STAGES OF CONSERVATION PLANS IN THE URBAN HISTORICAL SITES (M. Sc. Thesis) Mehtap ÖZGÜR GAZI UNIVERSITY INSTITUTE OF SCIENCE AND TECHNOLOGY August, 1997 ABSTRACT In our country, urbanization which is a reflection of the changing life conditions and the civilization process, i.e. social, cultural, physical, economical characteristics of the society. In this manner, historical sites are mostly effected by this process, since historical sites can not resist to other activities and thus they are changing structurally. Conservational city plans are supposed to solve the problems created by the interaction between developing city and historical sites. However, when these plans are in application phase, a lot of technical, economical, organizational and public consciousness for conservation problems comes up and historical sites are quickly destroyed. Thus, the most important step in planing historical sites becomes defining potential problems in application. Finally, there has to be some preventive actions related with predefined difficulties before the application of conservational plans. n
