Abstract

TELETIP YAZILIM UYGULAMASI: ELEKTRONİK REÇETE (Yüksek Lisans Tezi) Mehmet ELBİSTAN GAZİ ÜNİVERSİTESİ FEN BİLİMLERİ ENSTİTÜSÜ Ağustos 2002 ÖZET Bu tez çalışmasında, hekimin hastayı ilk muayenesinden itibaren bir ömür boyu takip edecek ve verilerini hastalığın her aşamasında kaydedip gerektiğinde her an teşhis ve tedavinin yapıldığı her hangi zaman ve bir yerde de hekimin hizmetine sunacak bir sistem üzerinde çalışılmıştır. Hastanın, hastalığı ile ilgili veriler kaydedildiği andan itibaren ileriye ve geriye doğru takip edilebilmektedir. Bu verileri okuyan, yazan ve her ne şekilde olursa olsun kullanan kişiler tespit edilebilmektedir. Hekimler hasta ile ilgili veriler île çalışırken sistem tarafından teşhisi konan hastalıkla ilgili olarak güncel tedavi metodları konusunda aydınlatılmaktadır. Hekim arzu eder ise sistemin sunduğu, bu konuda yapılan ilmi çalışmaları ve tedavi tekniklerini okuma imkanı bulacaktır. Yine hekim isterse o hastalık konusunda ihtisas yapmış başka hekimlerle de doğrudan konsültasyon imkanı bulabilecektir. Hastanın verilerine ancak hastaya ait sigorta kartı ve hekime ait 'Sağlık Güvence Kartı' sayesinde erişim sağlanabilecektir. Veriler merkezi olarak kaydedildiğinde ülkenin her yerinden sisteme bağlı herhangi bir bilgisayar yardımı ile erişim mümkün olacaktır. Thesis) MEHMET ELBİSTAN GAZİ UNIVERSITY INSTITUTE OF SCIENCE AND TECHNOLOGY August 2002 ABSTRACT In this study investigations were taken for possibilities to store into a database all informations concerning the health of a patient, starting with his first visit to a doctor as well as all further accquired data, providing relevant data to the medicating doctor any time and any place.The system should enable the doctor to move through the files forward or backward. Moreover the system should be able to idetify any person any time, who ever read, changed or wrote data in this database. Doctors should be given advise about the respective diseases and therapies up to the date by this system. On demand the doctor should be allowed to access latest informations, healing techniques and therapy methods or attend therapys on video conference. Moreover, if the medicating doctor wishes so, he should be able to consult another doctor who is regarded as an expert authority in this field. Stored patient records should be allowed to be accessed or updated exclusively by use of patient file and `Healthcare Professional Card`. Data should be stored and managed decentral. Patient files ought to be accessed or updated countrywide by computers connected to the system.
