Akıllı trafik sistemleri`nin trafik ve yol güvenliğine etkisinin araştırılması

Abstract

Günümüzde teknoloji ve bilişim sistemleri ve bu sistemlerdeki gelişmeler hayatın her noktasında olduğu gibi trafik ve ulaşım alanlarında da kendini göstermektedir. ?Akıllı Trafik Sistemleri? de bu teknolojik gelişmelerden biridir.Akıllı Trafik Sistemleri ile mevcut yol ağı kapasitesinin artırılması, trafik kazalarının azaltılması, trafikte harcanan zamandan tasarruf edilerek ekonomik kazanç sağlanması, hava kirliliği ve gürültünün azaltılması amaçlanır.Bu çalışmada, öncelikle kullanımı gittikçe yaygınlaşan ?Akıllı Trafik Sistemleri (ITS)? incelenmiş; bir çok farklı sistemin özelliklerinden ve faydalarından bahsedilmiş; bu sistemlerin Türkiye ve diğer ülkelerdeki kullanımları örneklendirilmiştir. Bu genel değerlendirmeyi takiben, ?trafik güvenliği? kavramı ve ?aşırı hız? sonucu meydana gelen trafik kazaları üzerinde durulmuş; aşırı hızın kazalara olan etkisi irdelenmiştir.Yapılan alan çalışmasında; ITS kapsamındaki LED'li göstergelerden hız ölçümü yapan ve sürücülere uyarıda bulunan ?Radar Sistemi? incelenmiş; bu radar sisteminin trafik güvenliğine etkisini anlamak amacıyla, Antalya ve Konya illeri çevresinde değişik noktalarda bulunan sistemlerin, kullanılmadan önce ve kullanıldıktan sonra kaza, ölüm ve yaralanma sayıları üzerindeki etkileri araştırılmıştır.

Today, developments in technology and information systems present itself in the fields of traffic and transport as in every aspect of life. ITS is one of these technological developments.It is aimed to increase the capacity of existing road network, to reduce traffic accidents, to provide ecomonic profit by saving time spent on traffic, reducing air pollution and noise by ITS.In this study, ITS whose usage becomes widespread was examined; features and benefits of many different systems were discussed; usage of these systems in Turkey and in other countries was exemplified. Following this general assessment, it is focused on `traffic safety` concept and traffic accidents that is caused by `excessive speed`; the effect of excessive speed on the traffic accidents was investigated.In the field study, ?Radar System? that measures the speed and warns the driver, which is one of the LED signs that are in the context of the ITS was examined; in order to see the effect of radar system to traffic safety, number of fatal and injury accidents and number of dead and injured people were researched before and after the usage of system at various points around Antalya and Konya.
