Abstract

ÖZET TÜRKİYE'DE ARKEOLOJİK SİTLERDE KORUMA SORUNLARI» BİR ANALİTİK YAKLAŞIM KARAGÖZ, Hüseyin Şehir Planlama Yüksek Lisans Tezi Tez Yöneticisi: Doç. Dr. Sevgi AKTÜRE Şubat 1988,136 Sayfa Bu çalışmalarda, Türkiye'deki arkeolojik sitler üzerin deki turizm ve kentleşme baskıları ve koruma kanunlarının getirdiği araçlar incelenmiştir. Bu amaçla, önce Türkiye'deki arkeolojik sitler genelde temsil edebilecek bir örnekleme tespit edilmiş; bu sitler, üzerindeki baskılar tanımlanarak, sınıflandırılmıştır. İkinci bölümde, Osmanlı İmparatorluğundan buyana çıka rılan koruma kanunları ve 'eski eser' kavramın tarihsel gelişimi arkeolojik sitlere referans verilerek incelenmiş, bu gün yürürlükte bulunan kanunların getirdiği planlama araçları, bu alanların korunmasına yönelik kullanımları tartışılmıştır. ABSTRACT CONSERVATION PROBLEMS OF ARCHAEOLOGICAL SITES IN TURKEY : AN ANALYTICAL APPROACH KARAGÖZ; Hüseyin KtScc in City Planning Supervisor: AssoctProf 0Dr cSevgi AKTÜRE This study has aimed at surveying the tools introduced by laws of conservation and pressures exerted by tourism and urban development on the archaeological sites in Turkevt For the purpose, first a sample has been designed to represent the archaeological sites of Turkey in general and the pressures exerted upon these sites have been defined and classified. In the second chapter, the laws of conservation which have been passed from times of Ottoman upon to this date and the historical development of the concept of »ancient monument* have been examined by giving examples of certain archaeological sites. Also, the planning tools introduced by the laws which are presently in effect and use of the sites in relevance to their conservation are discussed,. * t < -111-Included in the third chapter are the legal frameworks in relevance to the conservation of archaeological sites and the attempts to integrate them to contemporary living in some European countries and the examples from some Me dit erene an countries have been presented. In the forth chapter, some proposals have been introduced with the hope of increasing the efficiency of existing institutions and organizations along some models of new sub- institutions and approaches, all within the framework of existing laws0 Also, proposals for policies in relation to the problem groups described in Chapter 1 are included in this section. In the final chapter, the applications of proposed institutions and approaches upon two examples are introduced in general frameworks.
