Eğitimde stratejik plan Swot analizi: Türkiye`deki devlet üniversitelerinin swot analizlerinin değerlendirilmesi

Abstract

EĞİTİMDE STRATAJİK PLAN SWOT ANALİZİ: TÜRKİYE'DEKİ DEVLET ÜNİVERSİTELERİNİN SWOT ANALİZLERİNİN DEĞERLENDİRİLMESİ Küresel rekabetin hüküm sürdüğü dünyada işletmeler, kurum ve kuruluşlar kendilerine oluşturdukları stratejik planlar ile geleceği netleştirmek isterler. Geleceği netleştirmek isterken kuruluş iç ve dış çevresine hâkim olup onları da yönetmek ister. Stratejik planlar bu amaca fayda sağlamaktadır. Her kuruluş küresel bir evrende yaşamaktadır ve geleceği öngöremeyen stratejik planlar işletmelerin geleceğini aynı zamanda ömrünü de etkiler. Bu noktada da her kuruluşun amaçlarından birinin sürekliliği sağlamak olduğu hatırlanmalıdır. Stratejik planların oluşturulma aşamasında alınan kararlar gerçekçi ve ulaşılabilir olduğu sürece örgütlerin geleceğini aydınlatır. Ayrıca kararlar alınırken kuruluşun canlı olduğu unutulmamalıdır. Canlılar çevresel dinamiklerden etkilenip etkilendikleri ölçüde tedbir alırlar. Kuruluşlar da bu yönde hareket etmelidir. Özel sektörde olduğu gibi kamu sektöründe de alınan kararların ne derece uygulamaya geçtiği ve planların öngörülü olması verimliliği etkiler. Fakat özel sektörde uygulanan stratejik planlar ile kamu sektöründe uygulanan stratejik planlar arasında farklılıklar bulunmaktadır. Fakat stratejik planları başarılı kılmak için tüm paydaşları her iki sektörde de stratejik planlama sürecine dahil etmek gerekmektedir.Çalışmada stratejik planın önemi, amacı ve stratejik planlama ile ilgili terimler açıklanmıştır. Daha sonra stratejik planın uygulandığı alanları açıklarken dünyada ve Türkiye'deki uygulamalar açıklanmıştır. Türkiye'deki uygulamaları açıklarken özel ve kamu sektörü ayrı ayrı değerlendirilip kamu sektörü içerisinde üniversitelere dikkat çekmek amaçlanmıştır. Çünkü üniversiteler dinamizmin en yüksek olduğu yerlerdir. Stratejik planlar ile de bu dinamik yapıdan fayda umulmaktadır. Çalışmada Türkiye'deki devlet üniversitelerinin stratejik planlarında bulunan SWOT analizindeki zayıf yönleri ve tehditleri tespit edilerek planlar arasındaki temel benzerlikler ve farklılıklar saptanıp analiz edilmiştir.

STRATAGIC PLAN SWOT ANALYSIS IN EDUCATION: EVALUATION OF SWOT ANALYSIS OF STATE UNIVERSITIES IN TURKEYIn the world where global competition prevails, businesses, institutions and organizations want to clarify the future with their strategic plans. In order to clarify the future, the organization wants to dominate its internal and external environment and manage them. Strategic plans benefit this goal.Each organization lives in a global environment, and strategic plans that cannot predict the future also affect the future of businesses and their lives. At this point, it should be remembered that one of the objectives of each organization is to ensure continuity. Decisions taken during the formation of strategic plans illuminate the future of organizations as long as they are realistic and accessible. It should also be noted that the organization is alive when making decisions. Organisms take measures to the extent that they are affected by environmental dynamics. Organizations should act in this direction.As in the private sector, how much of the decisions taken in the public sector are implemented and the foresight of the plans affect the efficiency. However, there are differences between the strategic plans implemented in the private sector and the strategic plans implemented in the public sector. But in order to make strategic plans successful, it is necessary to involve all stakeholders in the strategic planning process in both sectors.In this study, the importance of strategic plan, its purpose and terms related to strategic planning are explained. Then, while explaining the areas in which the strategic plan is applied, the applications in the world and in Turkey are explained. While explaining the practices in Turkey, the private and public sectors were evaluated separately and it was aimed to draw attention to universities in the public sector. Because universities are the highest places of dimanism. With strategic plans, this dynamic structure is expected to benefit. In the study identified the weaknesses and threats in SWOT analysis found in the strategic plans of State universities in Turkey, and identified and analyzed the basic similarities and differences between the plans.
