Edirne yöresinde arazi toplulaştırma çalışmalarınınsulama sistemlerinin planlanması ve işletilmesi üzerine etkilerinin araştırılması

Abstract

Bu çalışmada; Edirne ili İpsala ilçesinde Merkez ve Ahır, Balabancık, Karaağaç, Sarıcaali, Sultan, Tevfikiye köylerinde 2011 yılında tamamlanan, Kırcasalih II. Kısım Arazi Toplulaştırma Projesinin etkinlik durumu araştırılmıştır. Sulama, parsel sayısı, tarımsal verimlilik, ulaşım etkinliği ve toplulaştırma oranı incelenmiştir. 73 adet çiftçi ile yapılan yüzyüze görüşmeler ve daha önceden hazırlanmış 47 adet soru içeren anket ile çalışma desteklenmiştir. Yöneltilen sorularda ayrıca işletme sahiplerinin toplulaştırma konusuna yaklaşımları ve beklentileri tespit edilip, toplulaştırma ile amaçlanan hedefe ulaşılıp ulaşılmadığı hususunda istatistik karşılaştırmalar yapılmıştır. Khi-kare bağımsızlık test sonuçları ile, toplulaştırmanın arazi sahipleri tarafından istenme durumları ile toplulaştırmanın genel memnuniyet düzeylerinin, birbirinden bağımsız olmadığı sonucuna varılmıştır. Bu karşılaştırmanın daha sonraki çalışmalara katkı sağlayacağı düşünülmektedir. Araştırma sonuçlarına göre; proje sahasında parsel sayısında % 49 azalma olduğu ve toplulaştırma oranının ortalama % 56 olduğu görülmektedir. Tüm parsellerin yol ağına bağlandığı ve toplulaştırma ile 280 km stabilize yol inşa edildiği, evvelce mevcut olup proje ile birlikte bakım onarımı yapılan açık beton kanallar ile sulama yapıldığı belirlenmiştir. Sultanköy sulama sahasında 251,7 km ve Altınyazı Karasaz sulama sahasında 217,4 km su iletim dağıtım sistemi mevcuttur. Sahada kapalı sulama sistemi bulunmamaktadır. İşletme sahiplerinin arazi toplulaştırması konusundaki beklentilerinin anket ile değerlendirilmesi neticesinde büyük bir yüzde ile memnun oldukları saptanmıştır.Anahtar Kelimeler: Arazi toplulaştırması, sulama projeleri, tarımsal verimlilik, memnuniyet analizi. 2019, 194 sayfa

In this study; The city of Edirne province İpsala district and Ahır, Balabancık, Karaağaç, Sarıcaali, Sultan, Tevfikiye villages completed in 2011, Kırcasalih Part II. The effectiveness of the Land Consolidation Project has been investigated. Irrigation, number of parcels, agricultural productivity, transportation efficiency and consolidation rate were examined. 73 questionnaires held with farmers and a questionnaire containing 47 previously prepared questionnaires were supported. In addition to the surveyed questions, business owners' approaches and expectations were determined and statistical comparisons were made as to whether or not the goal was achieved by the consolidation. With the results of the khi-kare independence test, it was concluded that the general level of satisfaction of the consolidation was not independent from each other, with the condition of the consolidation being requested by landowners. This comparison is thought to contribute to later studies. According to the results of the research, there is a 49% decrease in the number of parcels in the project site and the concentration ratio is 56% on average. It was determined that all the parcels were connected to the road network and 280 km stabilized roads were constructed by consolidation and irrigation was done with open concrete channels which were repaired with the project. In sultanköy irrigation area, there is a water transmission distribution system of 217,4 km at 251,7 km and Altınyaz Karasaz irrigation area. There is no indoor irrigation system in the field.
