Abstract
IV- SUMMARY In this thesis, the development of consumer protection activities and related studies in the European Community have been studied. In the Community and in the member countries, the development of consumer protection, consumers basic rights and three programs applied in the EC have also been studied. The laws which the community discussed during the period that these three programs were being run, the establishment of charges in consumer protection and working procedures have been explained. The other section summarizes the development of this topic and present situation in Turkey. Also in the second section there are the historical development of consumer protection, activities in Turkey related laws, related public establishment, their duties, their work, criticism of rules, the draft law of consumer protection. In the last section, some proposals which are necessary for Turkey's adaptation to the EC standards of consumer protection are pointed out. As a conclusion of this thesis, I see that altough the activities in the EC for consumer protection are quite remarkable they are far from what they really should be. On the other hand in Turkey, consumer consciousness and development of consumer protection are so poor that it can not be compared with EC countries. Turkey is still at the beginnig of the road and there is a lot of work to do.
