Bilgisayarlaşmanın işletme yönetimine etkileri ve sorunları

Abstract

ÖZET Yaşadığımız çağın teknoloji çağı, toplumların ise bilgi toplumu olduğu bir gerçektir. Bu sebeple işletmelerin bilim ve teknolojideki değişmelere tepkisiz kalmaları düşünülemezdi. Doğal olarak işletmeler bilim ve teknolojideki değişmelerden etkilenerek bilgisayarlaşmaya başladılar. Bilgisayarlaşırken de bir takım sorunlarla karşılaştılar. Bizde buradan hareketle bu çalışmamızda, işletmelerin bilgisayarlaşmadan nasıl etkilendiğini ve ortaya ne gibi sorunların çıktığını tesbit etmeye çalıştık. Yönetim ve bilgisayar kavramlanndan hareketle, yönetimin bilim olarak ortaya çıkmadan önceki ve bilim olarak değerlendirilmeye başladığı dönemdeki gelişmeler incelenmiştir. Bilimsel yönetim öncesi dönemde aralıklarla ortaya çıkan ve tamamı yönetimle ilgili olmayan gelişmelere rastlanmıştır. Bilimsel yönetim döneminde ise, tüm bilim dallarında olduğu gibi yönetiminde bir metodolojisi oluşmuştur. 1891de başlayan bu dönem genellikle 3 kısımda incelenmiştir. Klasik, Neo-klasik ve Çağdaş yönetim dönemi. Genelde bu dönemde `insan-makina` ilişkisi ve yönetimde insan unsuru üzerinde araştırmaların olduğu bulunmuştur. Yönetim-teknoloji ilişkisinin bilgisayarın işletmelerde ilk kez kullanılmasmdan sonra daha da arttığı görülmüştür. Çalışmamızın ikinci bölümünde bilgisayarın işletmelerde kullanımı sonucunda ortaya çıkan ve elektromekanik bilgi işlemenin yönetimde kullanılması anlamına da gelen Yönetim Bilişim Sistemleri konusu araştırılmış ve bu kavramın bilgisayarın işletmelere kazandırdığı fonksiyonlardan sadece birisi olduğu görülmüştür. Çalışmamızın son bölümünde ise bügisayarlaşmamnjrönsfim, fonksjyonlanna etkisi üzerinde durulmuş ve bilgisayardan en fazla etkilenen yönetici grubunun orta düzey yöneticiler olduğu anlaşılmıştır. Daha sonra ise bilgisayarın en fazla hangi işletme departmanlarında kullanıldığı konusu araştırılmıştır ve en fazla muhasebe, üretim, personel ve ücretlemede kullanıldığı belirlenmiştir. Sonuç olarak; bilgisayarın gerek işletme fonksiyonlarına ve gerekse de işletme departmanlarına etkisi olumlu yöndedir ve bilgisayarlar işletmeler için vazgeçilmez bir unsur olmuştur. 128

SUMMARY It is reality that today's century is technolgy century and today's society is science society. Therefore, it is imposible to think that businesses couldn't stay without reaction toward changes in technolgy and science. Thus, enterprisen started to be computerized by being affected from science and technology. However, this computerization brought some problems to those enterprises. From this point, this study examined how computurization affected enterprises and tried to determine the problems which are coused by computurization. In the first part, management and computer concepts were described. Developments in management was examined before end after it is accapted as a science. Scientific management term was examined into three which are classics, neo-classics and modern management period. In scientific management, human being- machine relationship and value of human being in management were mentioned. Parallel to this point, professional management concept was developed. Also, definition of computer, its development, types of computers were examined. In this part and management technolgy reletinship was explained at the end of this part. In the second part, management information systems and its necessity were explained. This part focused on importance of management information system for managerial subjects and application problems in the compories. In the last part, effects of computurization on management functions and problems coused by computurization were mentioned firsty. Then, effects of computurization on departments m companies were focused. Also, acounting, production and quality control, personnel management and saloy payment subjects were examined since computer is used in those subjects mostly. As a result, computer affects boin management functions and company departments in positive way. This positive contribution showed that computer is a vital element for the companies. 129
