Abstract
ÖZET Bu çalışmada asgari ücretin, bir sosyal politika aracı olarak Dünya ve Türkiye'deki gelişimi, sosyal ve ekonomik etkileri ve uygulama şekillerini ortaya koymak amacıyla teorik yaklaşımlar ve ampirik bulgular çerçevesinde değerlendirilmesi amaçlamıştır. Üç bölümden oluşan çalışmanın birinci bölümü iki ayrı kısımdan oluşmaktadır. Birinci kısımda, asgari ücret kavramının tarihsel ve düşünsel gelişimi, amaçları ve asgari ücret tespitinde esas alman kriterler incelenerek konunun uluslararası boyutuna temas edilmiştir. İkinci kısımda ise, asgari ücretin dünya uygulaması çeşitli açılardan ortaya konulmuştur. Burada, asgari ücret belirleme yöntemleri, asgari ücret kararlarının alınmasında etkin olan mekanizmalar açısından ele alınmış ve seçilmiş ülke uygulamalarıyla konu örneklendirilmiştir. Ayrıca asgari ücretin kapsamı ve kapsam konusundaki istisnalar da benzer bir perspektifle değerlendirilmiştir. Asgari ücretin etkilerinin incelendiği ikinci bölümde, asgari ücretin istihdam, gelir dağılımı ve fakirlik, ücretler ve fiyatlar, işletmeler ve diğer ekonomik yapılar üzerinde ortaya çıkardığı etkiler teorik ve uygulama bulguları çerçevesinde değerlendirilmiştir. Buradan hareketle uygulamanın etkinliğini arttırmak için dikkat edilmesi gereken hususlara çeşitli vurgular yapılmıştır. Türk asgari ücret uygulaması, sorunları ve çözüm önerilerinin ele alındığı üçüncü bölümde, Türk asgari ücret uygulamasının tarihsel gelişimi, uygulama ve sorunlar olmak üzere üç temel konu üzerinde yoğunlaşılmıştır. Türkiye'de asgari ücretin tarihsel gelişimi incelendikten sonra, 1951-2000 dönemini kapsayan fiili asgari ücret uygulaması çeşitli açılardan analiz edilmiş, uygulamanın amacına ulaşıp ulaşmadığı ekonomik ve sosyal göstergelerin ışığında ortaya konulmuştur. Asgari ücret sistemi ve uygulamasının sahip olduğu sorunlar literatür taramayı ve yapılan bir anket çalışması yardımıyla tespit edilmiş, bu sorunların çözümlerine ilişkin çeşitli öneriler sunulmaya çalışılmıştır. m SUMMARY In this study, considering the theoretical approaches and empirical findings it is attempt is made to put forward the development of the 'minimum wage' as an instrument of social policy, in the world and Turkey together with its social and economic effects and forms of application. The study comprises three chapters; the first chapters is devoted to the analysis of two subjects. The first part while analyzing the development of the minimum wage, its historical and concept background, the aims and criteria of fixing minimum wages, touches upon the international aspect of the minimum wage. The second part, on the other hand, is assigned to the analysis of the application of the minimum wage in the world from different points of view. Methods of minimum wage fixing are considered with regard to the mechanisms which are influential in the decision-making process with reference to different applications in selected countries. Meanwhile, the scope of the minimum wage and the exceptional cases are evaluated from a similar perspective. In the second chapter, the social and economic effects of the minimum wage on employment, income distribution, elimination of poverty, wages and prices, and enterprises and other economic structures are analyzed in the light of theoretical approaches and actual empirical findings. In this context, the important points, in varying degrees, are emphasized in order to increase the effectiveness of the minimum wage fixing mechanism. The third chapter deals with the analysis of the application of minimum wage in Turkey. This chapter dwels on the historical development, applications, problems and prospects concerning the minimum wage in Turkey. After the historical development of the minimum wage is assessed, the practical application of the minimum wage between 1951- 2000 is analyzed from different vantage points and whether or not the application has achieved its goals is analyzed in the light of economic and social indicators. The institutional and practical problems of the minimum wage system are deal with through the review of the empirical surveys; and finally some solutions for reform are proposed in the concluding pages.
