Türkiye`de çevre politikalarının yerel yönetimler açısından etkinliği

Abstract

Çevre sorunları dünyanın her yerinde olduğu gibi Türkiye'de de karşılaşılan temel sorunlar arasında yer almaktadır. Çevre sorunları her ne kadar yerel kaynaklı olsa da sonuçları itibariyle evrensel bir boyut kazanmaktadır. Ancak çevre sorunları yerel düzeyde ele alınmadıkça etkin politikaların uygulanması mümkün görülmemektedir. Yerel yönetimlerin çevre sorunlarının çözümünde etkin bir rol üstlenmesi bu konuda en doğru yaklaşım olacaktır. Merkezi yönetimlerin, çevre sorunları ile ilgili uygulamaları yerel yönetimlere kaydırması gerekmektedir. Yerel yönetimler, merkezi yönetimlere oranla çevre sorunlarına daha hızlı müdahale edebilme olanağına sahiptir. Ayrıca sorunların doğru tespit edilebilmesi ve çözülebilmesi çalışmalarına yerel politikalarla başlandığında sorunların çözümü daha sağlıklı ve kalıcı olacaktır. Bu doğrultuda merkezi yönetimlerin yerel yönetimlerle gerek ekonomik gerekse hukuksal desteği vermesi gerekmektedir.Bu çalışmada, Türkiye'de yerel yönetimlerin çevre sorunlarının çözümünde, Bölgesel Çevre Merkezi (REC Türkiye) gibi kurumlar ile hareket etmesinin etkinliği artıracağı irdelenecektir. Özellikle yerel yönetimlerin REC Türkiye ile birlikte Yerel Çevre Eylem Planlarının (YEÇEP) uygulanmasında etkin bir rol üstlenmesi gerektiği üzerinde durulacaktır.

Environmental problems take place in basic problems in turkey like that all world. Even though the environmental problems depends on local sources, in respect of the results of the environmental problems acquire the universal dimension. However, unless the environmental problems take up the local level, application of effective policies on the environmental problems is impossible. Local governments take a major role on the solution of the environmental problems that is going to be a best approach. Central governments must transfer their responsibilities on the applications about the environmental problems to the local governments. The local governments have more ability of quickly interfered against the environmental problems than central governments. In addition that if the working on the confirmation of the problems accuracy and solution of the environmental problems starts by local policies, it is going to be reliable and permanent. In this way the central governments must support the local governments by economic and legal conditions.In this study, working on the solutions of the environmental problems, as the Regional Environment Center (REC Turkey) constitutions are going to appreciate the effective of the policies will be analyzed. Especially, the effective role of the local governments in the application of the REC Turkey and local environmental action plans (LEAPs) on the environmental problem?s solutions will be researched.
