Abstract
Avrupa'nın parçası, Avrupa Birliği'nin üyesi olmak Türkiye'nin uzun zamandır gerçekleştirmeye çalıştığı en önemli ideallerinden biridir. Bu idealin gerçekleşmesi noktasındaki en önemli aşamalardan biri 6 Mart 1995'de imzalanan ve 1 Ocak 1996'da yürürlüğe giren, Gümrük Birliği'ni tesis eden 1/95 Sayılı Ortaklık Konseyi Kararıdır. Gümrük Birliği, Türkiye'de Avrupa Birliği üyeliğine giden en kısa yol olarak görülmüştür. Bu yüzden, Türkiye aleyhine olabilecek bir takım koşulları barındırmasına rağmen kabul edilmiştir.Bu tez çalışması, Türkiye'nin Avrupa Birliği'ne tam üyelik sürecinde tarihsel, hukuki, ekonomik ve siyasi dinamiklerin etkisi ile tesis edilen Gümrük Birliği'nin yerini belirlemeye çalışmaktadır. Giriş ve sonuç dışında üç bölümden oluşan bu çalışmanın, ilk bölümünde 1959'dan günümüze kadar meydana gelenler gelişmeler kronojik olarak incelenmiştir. İkinci bölümde, Gümrük Birliği'nin Türkiye'nin ekonomisi üzerindeki etkileri, çeşitli tablo ve grafikler yardımı ile ortaya konulmuştur. Çalışmanın son bölümünde Gümrük Birliği'nin siyasi etkileri çeşitli değerlendirmelere yer verilerek ele alınmıştır. Gümrük Birliği'nin tam üyelik sürecindeki etkisine yer verilmiş, ayrıca Güney Kıbrıs Rum Yönetimi'nin, Avrupa Birliği'ne üyeliği sonucu ortaya çıkan yeni duruma Türkiye'nin uyumu noktasında yaşananlar orijinal kaynaklardan yapılan alıntılar ile ortaya konmuştur. Gümrük Birliği, Türkiye'nin Avrupa Birliği'ne tam üyelik sürecinde bir takım sıkıntıların yaşanmasına sebep olmuştur. Siyasi olarak ise Türkiye'nin tam üyeliğini hızlandıaracak büyük bir etkisi olmamıştır.Anahtar Kelimeler: Gümrük Birliği, Avrupa Birliği, Türkiye, Kıbrıs To be a part of Europe and being a full member of European Union is one of the ideals that Turkey has been trying to carry out for a long time. One of the major processes to realize this ideal carry out is, the Decision numbered 1/95 of the Association Council which based on Customs Union that was signed on the 6th of March 1995 and come into force on the 1st of January 1996. Customs Union has been seen as the easiest way to be a full member of the European Union, in Turkey. Therefore, it has been consented though it has some conditions that may be disadvantageous for Turkey, as well.This paper is trying to analyse the position of Customs Union which based on the impacts of historical, legal, economical and political dynamics in the process of Turkey?s full membership of European Union. Except the introduction and the conclusion, this paper consists of three main chapters. In the first chapter, the developments, happening since 1959, have been analysed chronologically. In the second chapter, the impacts of Customs Union in terms of Turkey?s economy are put forth with the help of various tables and graphs. In the last chapter of the paper, the political impacts are also referred through various assessments. The impacts of Customs Union, in the process of full membership of European Union are debated. Furthermore, Turkey?s adaptation process to the new situation occurred after the Republic of South Cyprus membership of the European Union is analysed through the quotations taken from the original resources in the paper. Customs Union has caused Turkey to face with some difficulties in the process of the full membership of the European Union. In terms of policy, it has not had many effects to accelerate Turkey?s full membership.Key Words: Customs Union, European Union, Turkey, Cyprus
