Abstract
Tarımın ve köylülerin ortaya çıkmasından sonra, tarımın ve köylünün korunması için `devlet` adı verilen siyasî organizasyon ve `imparatorluk` denilen bölgesel ve güçlü devletler kuruldu. Toprağın en ilkel insan emeği karşılığında bile köylünün geçimi için gerekli olandan fazla ürün vermesinin köylüye vergi ödeme imkânı sağlaması sayesinde imparatorluklar, kendilerinden beklenen görevleri yerine getirmek amacıyla binlerce yıl köylülerin yarattıkları artık-ürün ve artık-değere vergi adı ile el koyarak malî kaynak sağladılar. Tarihin gördüğü en uzun ömürlü imparatorluklardan olan Osmanlı İmparatorluğu da saray, ordu ve bürokrasinin ihtiyaçlarını yüzyıllarca tarımdan ve köylüden alınan vergilerden sağladı. Maliye Anabilim Dalında hazırlanan bu tezde; tarımın gelişmesi ve tarım imparatorlukları ile üretim tarzı ve Osmanlı üretim tarzı tartışmaları ele alındıktan sonra, Osmanlı Klasik Çağı'nda (1300-1600) tarımın vergilendirilmesi, tarım ve köylüden alınan vergiler ayrıntılı olarak incelenmiş ve söz konusu vergilerin Adam Smith'in vergileme ilkelerine göre bir değerlendirmesi yapılmıştır. After the emergence of agriculture and peasantry, a political organization entitled `state` and powerful regional states entitled `empire` were established that aimed to protect the peasants and their agricultural products. For thousand years, the land provided more product than it was necessary for the subsistence of the peasant, in return of the most primordial labour of the human being enabled them to pay their tax. This agricultural surplus enabled the peasants to fund their empires under the name of taxes. It was this financial support that led the empires to carry out their public duties. As such, The Ottoman Empire, one of the longest-lasting political empires in the history, met the needs of the palace, the army, and the bureaucracy by the taxes levied on the peasants and on the agriculture.In this dissertation prepared in the Public Finance Sub-Department, firstly are evaluates the development of agriculture, the mode of production in general, and the mode of production in the Ottoman Empire in particular. Secondly, it focuses on taxation of agriculture, tax revenue collected from agriculture and peasantry. Then, it provides an analysis of agricultural taxation in the so-called `classical age` of The Ottoman Empire (1300-1600) according to Adam Smith's principles of taxation.
