Abstract
V. TÜRKÇE VE İNGİLİZCE ÖZET ISO 9000 ve Otomobil Sektöründe Yaşama Geçirilmesi Dünyadaki kalite geliştirme çalışmalarının tarihi ilk uygarlıklara kadar dayanmakla birlikte, modern kalite sistemlerinin tarihçesini Taylor döneminden başlatmak yanlış olmaz. Taylor 1900' lü yılların başındaki çoğu eğitimsiz işgücünü, karmaşık işleri basit parçalara ayırarak, her işi hızlı ve kaliteli bir şekilde yapabilir hale getirdi. Bununla birlikte Taylor sistemi işlerde aşın bir uzmanlaşma süreci başlattı. Bu gelişmeler sonucunda üretim ve kalite fonksiyonları birbirinden ayrıldı. Kalite, üretimi hattın sonunda kontrol eden bir fonksiyona dönüştü. 1920'li yıllarda, Shewhart, Deming ve Juran gibi önde gelen kalite kuramcıları, kalitenin kontrol ile elde edilemeyeceğini görerek İstatistiksel Kalite Kontrol tekniklerini geliştirdiler. Bu teknikler II. Dünya Savaşı sırasında A.B.D. tarafından oldukça etkili bir biçimde kullanılmasına karşın savaş sonrası yıllarda Amerika'da önemini kaybetti. Buna karşılık savaş sonrası dönemde Japonlar İstatistiksel Kalite Kontrol tekniklerini oldukça yoğun bir biçimde kullanmaya başladılar. Bu onlara Toplam Kalite Yönetimine giden yolu açtı. 1970'li yıllara gelindiğinde Japon ürünleri yüksek kaliteleri ve ucuz fiyatları ile dünya pazarlarında hakimiyet kurmaya başladı. Bu yıllara kadar Japonlar' ı sadece birer kopyacı olarak gören Batılılar, Japonların kalite anlayışlarını yakından incelemeye aldılar. Bu da özellikle 1980' li yılların sonlarından itibaren, Batı Dünyası'nda Toplam Kalite felsefesinin gelişmesine yol açtı. Batı Dünyası'nm Toplam Kalite Yönetimi'ne en büyük katkısı ilk defa 1987 yılında ISO tarafından yayımlanan ISO 9000 serisi standartlar oldu. Bu standartlar Batı'da Toplam Kalite Yönetimi için bir alt yapı oluşturdu ve geniş kabul gördü. 108Gelişen ihtiyaçlar doğrultusunda ISO bu standardlan revize ederek 1994 yılında yeniden yayımladı. Bu seri içinde en geniş kabul gören ISO 9001 standardı aşağıdaki konular vasıtasıyla, Toplam Kalite Yönetimini hedeflemektedir: 1. Yönetimin sorumluluğu 2. Kalite sistemi 3. Sözleşmenin gözden geçirilmesi 4. Tasarım yönetimi 5. Doküman ve verilerin yönetimi 6. Satın alma 7. Müşterinin temin ettiği ürünün yönetimi 8. Ürünün tanımlanması ve izlenebilirliği 9. Prosesin kontrol altına alınması 10. Muayene ve denemeler 1 1. Muayene, ölçme ve deneme teçhizatının yönetimi 12.Muayene ve denemelerin durumu 13. Uygunsuz ürünün kontrol altına alınması 14. Düzeltici ve önleyici faaliyetler 15. Taşıma, depolama, ambalajlama, muhafaza ve sevkiyat 16. Kalite kayıtlarının yönetimi 17. Kuruluş içi kalite denetimleri 18. Eğitim 19. Servis 20. İstatistiksel Teknikler 109ISO 9001 standardı genel amaçlı olanak yazıldığı için, dünyadaki otomobil üreticilerinin gereksinimlerini tam olarak karşılayamadı. Bu yüzden pek çok otomobil üreticisi kendi standardını kaleme aldı. 1994 yılında ISO 9001'in 2. versiyonu çıktığında, otomobil üreticileri de kendi standartlarını hem birleştirdiler, hem de ISO 9001 'e uyumlu ancak ondan daha geniş kapsamlı hale getirdiler. Bugün dünyada en geniş kapsamda kullanılan 3 otomobil sanayii standardı bulunmaktadır. Bunlar Chrysler, Ford ve General Motors'un QS 9000'i, Peugeot - Citroen ve Renault'un EAQF'i, ve Alman Otomotiv Sanayii Derneği'nin VDAö'sıdır. Söz konusu bu yüksek lisans tezi, ISO 9001 'i esas alarak, QS-9000, EAQF ve VDAö'yı tek bir standart haline getirmeğe çalışan bir denemedir. Ayrıca EAQF standardının Türkiye'deki uygulama sonuçlan tez kapsamı içinde incelenmiş ve Türkiye'deki otomotiv sanayii tedarikçilerinin kalite sistemi açısından yeterli oldukları kanısına varılmıştır. 110 ENGLISH SUMMARY ISO 9000 and Its Application In Automobile Industry Although the history of quality developments goes back to the ancient civiliziations, we can still accept that the history of modern quality systems starts with Taylor era. Taylor divided the complicated jobs into simple repetitive tasks and so he was able to work with uneducated employees at the beginning of this century. However Taylor system caused an over specilization in each task. This way the production and quality functions were separated from each other so quality turned out to be a function which inspects the work done at the end of the production line. During 1920's, quality experts like Shewhart, Deming and Juran realised that quality could not be obtained by inspection and they developed statistical quality control techniques. These techniques were used effectively in U.S.A. during World War n. However they lost their importance after the war. On the other hand, the Japanese realised the importance of these techniques and used them widely in the industry during the post war period. Statistical techniques led them to find the ways to approach the Total Quality Management. At the beginning of the 1970's the Japanese began to be dominant in the world markets because of their lower prices and higher quality. In these years, the Western World started to examine the secrets of Japanese performance. This led the Western World to develop their Total Quality philosophy. The major contribution of the Western World to the Total Quality has been the development of ISO 9000 standards. These standards formed the infra structure for total quality management and are widely accepted throughout the world. According to the changing needs, ISO 9000 standards were revised and reissued in 1994. Among others, ISO 9001 is the most widely used standard. This standard has 20 111sections which are given below and it aims to implement total quality management: 1. Management responsibility 2. Quality system 3. Contract review 4. Design control 5. Document and data control 6. Purchasing 7. Control of customer supplied product 8. Product identification and traceability 9. Process control 10. Inspection and testing 11. Control of inspection, measuring and test equipment 12. Inspection and test status 13. Control of nonconforming product 14. Corrective and preventive action 15. Handling, storage, packaging, preservation and delivery 16. Control of quality records 17. Internal quality audits 18. Training 19. Servicing 20. Statistical techniques 112The ISO 9000 standards are generic in nature, so they can not meet the specific requirements of more complicated industries, like the automotive. So automobile manufacturers wrote their own standards. In 1994, when the second version of ISO 9001 was published, many automobile manufacturers also revised their standards. The objective of these revisions were to unify their standards and also making it compatible with ISO 9001. There are three main standards used on the world today. These are QS 9000 of Chrysler, Ford and General Motors, EAQF of Peuget-Citroen and Renault and VDA 6 of German Automobile Association. This master's thesis is an attempt which takes the ISO 9001 as the basis of the study and which tries to unify QS 9000, EAQF and VDA6 in order to create a new single standard which is applicable in automotive industry. Furthermore, the application results of EAQF in Turkey are analysed and it has been decided that the quality system levels of Turkish automotive suppliers are generally satisfactory. 113
