Abstract
öz ÇOK AMAÇLI KARAR ORTAMINDA GEMİ SEÇİMİ MODELİ Oldukça karmaşık yapıya sahip ve büyük nakit akışlarının sözkonusu olduğu gemilerin seçiminde teknik ve ekonomik bir çok amaç bulunmaktadır ve bu amaçlar birbirleriyle çelişir durumdadırlar. Bu da gemi seçimi problemini oldukça zor ve karmaşık bir duruma getirmektedir. Klasik karar metodları ile gemi seçimi problemini optimize etmek kısa ve uzun vade amaçlar açısından mümkün değildir. Karar vericilerin verecekleri kararda, kısa ve uzun vade amaçlar açısından tutarlı ve isabetli olmaları, probleme getirilecek yaklaşımın, bütün nitel ve nicel amaçlan aynı anda dikkate alabilecek nitelikte olmasıyla orantılıdır. Böylelikle nitel amaçları kantifiye ederek, nicel amaçlarla beraber değerlendirebilecek, karar vericiye çözüm uzayı sunabilen çok amaçlı karar verme metodlarından AHP ve ELECTRE modern yaklaşımları, gemi seçimi problemine uyarlanmış ve metodların kritiği yapılarak bulunan sonuçlar irdelenmiştir. Her iki metodun uygulanmalarının sonucu en iyi alternatifi belirleme noktasında uyum sağladıkları gözlenmiştir. AHP Metodu karar vericiye tek ve alternatifsiz çözüm sunmasına karşılık, çok daha kapsamlı ve elastik olduğu test edilen ELECTRE metodu ise karar vericiye çözümler uzayı sunmaktadır. VI ABSTRACT A MODEL OF SHIP SELECTION IN MULTIPLE CRITERIA DECISION MAKING ENVIRONMENT There are many economical and technical criteria in the selection of ships which have very complex structure and require large amount of cash flow. These objectives conflict with each other. This makes the problem of ship selection very difficult and complex. It is impossible to optimize the problem of ship selection by using classical decision making methods in terms of short and long term objectives. Decision makers should be precise and solid in terms of long and short term objectives when they give decision. This calls for an approach which considers all objective and subjective criteria at the same time to the problem of ship selection and must be relative to the decision making environment. AHP and ELECTRE methods to the problem of ship selection have been applied. Disadvantages of the both approaches have been discussed and the results have been examined. Although AHP method is consistent in its all structure logic, it is able to give unique solution to the decision maker. On the other hand, its structure are not clear and still being discussed in the scientific world and are being critised. It requires rather long time to obtain solutions due to its hierarchical steps. The second method ELECTRE is rather flexible, offers a solution space to decision maker and give a chance to the user to understand himself with respect to his project evaluating skills.
