Abstract
Denizcilik sektöründe emniyet yönetimi, olay ve kazaları engellemeye yönelik prosedürler ve gelişen teknolojinin sunduğu altyapı imkânları kullanılarak tesis edilmeye çalışılmaktadır. Emniyet yönetiminin sistemli bir şekilde yürütülmesi ve gerekli tedbirlerin alınması ile birçok deniz kazasının önlenmesi mümkünken; uluslararası mevzuatla ana hatları belirlenmiş olan bu sistemde, yaşanan olay/kazanın raporlanması konusunda yeterince açık ve işlevsel bir prosedürün tanımlanmamış olması, ayrıca ulusal boyutta bir veritabanı arayüzünün olmaması, emniyet yönetiminde çaba gösteren birimlerin etkinliğini sekteye uğratmaktadır. Havacılık sektöründe ise, emniyet yönetim sistemi dünya genelinde belirlenmiş standartlarla uygulama prosedürleri oturmuş ve operasyonun ayrılmaz bir parçası haline gelmiştir.Çalışma içeriğinde, havacılık sektöründe uçuş emniyeti analizinde kullanılan analitik yöntem ve araç envanteri incelenerek, denizcilik sektöründe tüm faaliyet alanlarında emniyeti artırmak için operasyonel verileri, analiz edilebilir ve çıkarımlar yapılabilir `değerli bilgiler` haline getirmeye yardımcı, operasyonel ve seyir emniyetine yönelik bir analitik yöntem ve araç geliştirmek amaçlanmıştır.IMO kodunu temel alarak, denizcilikte öncü uluslararası toplulukların kaza/olay/ramak kala rapor veritabanları ile uyumlu milli bir arayüz üzerinden sağlanan raporlar ve gemi veri kayıt sisteminden aktarılan verilerin, uzman yazılımcılar eliyle geliştirilmiş, ulusal boyutta erişim imkânı olan bir veri tabanında toplanmasının zorunluluk olduğu sonucuna ulaşılmıştır. Bunun gerçekleştirilmesi için havacılık sektöründeki uygulamaların, denizcilik sektörüne nasıl uygulanabileceği konusunda tespitler ortaya koyulmuştur. Efforts are being made to construct the safety management in the maritime industry by utilizing the infrastructure provided by the developing technology and procedures intended to prevent incidents and accidents.While it is possible to prevent several marine accidents by carrying out the safety management systematically and taking the necessary precautions; due to the lack of a clear and functional definition and procedure for reporting incidents/accident and a database interface at the national level to implement it correctly, completely and quickly, the effectiveness of this system, outlined by international legislation, comes to a standstill.Whereas in the aviation industry, the safety management system has become standardized throughout the world and implementation procedures have become an integral part of the aviation operations. It is aimed in this research study to develop an analytical method and tool for operational and navigational safety that helps to transform operational data into analyzeable and inferable `valuable information` in order to increase the safety in all areas of operation in the maritime industry, by examining the analytical methods and instrument inventory used in the flight safety analysis in the aviation industry.Based on the IMO code, it has been achieved that aggregating the reports provided through a national database interface compatible with the accident/incident/near miss report databases of the leading international maritime communities and the data transferred from the ship data recording system must be collected in a nationwide accessible database, developed by software experts. The findings have been put forth to indicate how the correct applications and procedures in the aviation industry could be applied into the maritime industry in order to achieve this ultimate goal.
