Türkiye`de fener hizmetlerinin geçmişi ve geleceği

Abstract

İlk bölümde deniz ticaretinin başlangıcı, ilk seyir yardımcılarının ve deniz fenerlerinin tanımı ve tarihçesi anlatılmıştır. İkinci bölümde Roma İmparatorluğu döneminden itibaren deniz fenerlerindeki gelişmeler (mekanik, ışık kaynaklan, optik) hakkında bilgiler verilmiştir. Üçüncü bölümde deniz fenerleri dışmda kullanılan seyir yardımcılarının tarihi gelişimi hakkında bilgiler verilmiştir. Dördüncü bölümde Türkiye'deki deniz fenerlerinin gelişimi ve günümüzde uygulanmakta olan fener hizmetleri açıklanmıştır. Beşinci bölümde Montrö antlaşmasmdan doğan hükümler doğrultusundan ülkemizdeki fener ücretlerinin tahsili ile ilgili bilgiler verilmiştir. Altıncı bölümde teknolojik gelişmeler sonunda yenilenen deniz fenerleriyle birlikte kullanılmakta olan tarihi fenerlerimizin kültürü mirası açısından korunması gerektiği ve özelikle Türk Boğazlarında sürekli artmakta olan deniz trafiğine karşılık kalitesi arttırılarak verilen fener ve tahlisiye hizmetlerine karşılık alman ücretlerin günümüz şartlarına göre yetersiz olduğu iyileştirilme çalışmalarının yapılması gerektiği belirtilmiştir. Ekler kısmında Montrö antlaşması hükümleri, Fenerler ve Tahlisiye Ücretleri Tarifesi ve tarihsel önemi olan 13 deniz feneriyle ilgili bilgiler verilmiştir.

In the first chapter, initial days of maritime trading, the first structures built for assisting navigation of maritime vehicles and the lighthouses and their histories are explained. In the second chapter, some information about the developments in lighthouses (mechanical, light resources, optic features) as of Roman Empire are provided. In the third chapter, historical development of structures other than lighthouses used for assisting the navigation of ships were discussed. In the forth chapter, development of lighthouses in Turkey and lighthouse services being rendered nowadays are explained. In the fifth chapter, some information is provided for collection of lighthouse fees in our country as per the provisions of Montreux Convention. In the sixth chapter, it is mentioned that our historical lighthouses being used with renewed lighthouses according to the latest technological improvements must be preserved as part of our cultural heritage and their quality must be improved especially in order to make them effective against the maritime navigational traffic increasing day by day in Turkish Straits and since the fees collected in against of lighthouse, lifeboat, and rescue services are not sufficient compared to current conditions, some works must be performed in order to improve these conditions. In the Annexes section, articles of Montreux Convention, Tariff of Lighthouses and Rescue Services, and information about 13 historical lighthouses are provided.
