Bilgi teknolojilerinin personel verimliliği üzerine etkisi: Erciyes Üniversitesi örneği

Abstract

Kamu kurumlarının kaynaklarını belirlenen politika ve hedefler doğrultusunda etkili, ekonomik ve verimli bir şekilde elde etmesi ve kullanması, hesap verebilirliği ve mali saydamlığı sürdürebilmesi için değişen ve gelişen teknolojiye ayak uydurması ve aynı zamanda güncel bilgiye de sahip olması gerekmektedir. Bu iki faktör personel verimliliğini artıracak stratejik kararların alınmasını sağlayan önemli bir unsurdur.Kamu kurumları iş süreçlerinin vazgeçilmez parçası olan bilgi teknolojilerini çalışma hayatına adapte ettiklerinde işleri daha az maliyetle, daha hızlı ve daha kolay yapacaklardır. Böylece çalışanlarının mesleki verimliliğini de artacaktır.Nitekim son yıllarda bilişim teknolojilerindeki kullanım ile verimlilik artışı meydana gelmiş ve personelin verimliliği de artmıştır.Bu çalışmada personel verimliliği gibi önemli bir konuda bilgi teknolojilerinin kullanımının verimliliğe etkisi incelenmiştirBu çerçevede uygulama aşamasına varıncaya kadar iki bölümde teorik olarak incelenmiş ve uygulama aşamasında ise genel bir değerlendirme ve yargıya ulaşılmaya çalışılmıştır.Anahtar Sözcükler: E-Devlet, Verimlilik, Bilişim Teknolojileri, Kamu Personeli, SGB.net

Public Institutions should keep pace with the changing and developing technology and have current information in order to maintain financial transparency and accountability, and in order to obtain and use their sources in an effective and efficient way in line with the policies and objectives determined. These two factors are the important ones to make strategic decisions improving personnel efficiency.Public Institutions will be able to perform their duties faster and easier with less cost when they adapt information technologies, an indispensable part of business process, into work life. Thus, the professional productivity of their personel will improve.In Fact, productivity boost has occurred and personnel efficiency has improved in recent years due to using information technologies.In this study, the effect of information technology on government stuff productivity examined.In this frame, first two chapters are examined theoretical and the last chapter is the application chapter.
