Kurumsal ve politik faktörlerin gelir dağılımı üzerindeki etkisi: Gelişmiş ve gelişmekte olan ülkeler için bir uygulama

Abstract
Gelir dağılımı üzerinde doğrudan veya dolaylı birçok faktörün etkili olduğu bilinen bir gerçektir. Dönemler ve bölgeler itibariyle gelir dağılımında ortaya çıkan değişimlerin temelinde yatan faktörler sosyal, demografik, kurumsal ve politik yapı şeklinde gruplandırılabilir. Bu çalışmanın amacı kurumsal ve politik faktörlerin gelir dağılımı üzerindeki etkilerinin gelişmiş ve gelişmekte olan ülkelerde karşılaştırmalı olarak incelenmesidir. Bu amaç doğrultusunda politik ve kurumsal yapıyı temsil eden 12 değişkenin gelir dağılımı üzerindeki etkisi, 27 gelişmiş ve 55 gelişmekte olan ülke için 1985-2012 dönemi verileri kullanılarak panel veri analiz yöntemi ile araştırılmıştır. Elde edilen sonuçlar gelişmekte olan ülkelerde kurumsal, gelişmiş ülkelerde politik faktörlerin etkilerinin ön planda olduğunu göstermektedir. Kurumsal faktörler açısından bakıldığında, gelişmekte olan ülkelerde kurumsal altyapının güçlenmesi gelir dağılımını olumlu etkilerken, ekonomik özgürlüklerde artış olumsuz etkilemekte, yolsuzluk düzeyinin etkisi ise ters u şeklinde kendini göstermektedir. İnsan hakları, sosyal özgürlükler ve bürokrasinin ise istatistiksel olarak anlamlı etkisi yoktur. Gelişmiş ülkelerde söz konusu faktörler içerisinde sadece özgürlüklerin olumlu etkisi ve kurumsal altyapının olumsuz etkisi gözlemlenmiştir. Politik faktörler açısından bakıldığında; gelişmiş ülkelerde yasama sürecinin etkinliği, tek parti iktidarı, çoğulculuk ve hükümetin oy oranı değişkenlerinin anlamlı etkisi dikkate alındığında iktidarın temsil gücünde artış, yüksek demokrasi düzeyi ve politik istikrar gelir eşitsizliğini azaltırken söz konusu değişkenlerin gelişmekte olan ülkelerde gelir dağılımı üzerinde anlamlı etkisi tespit edilememiştir. Diğer yandan yerel özerkliğin iki ülke grubunda da gelir dağılımında adaleti olumsuz etkilediği, iktidar partisinin ideolojik eğiliminin ise her iki grupta da anlamlı etkisinin olmadığı görülmektedir. It is a fact that many factors, directly or indirectly, affect income distribution. Factors underlying changes in income distribution over periods and regions can be grouped into social, demographic, institutional and political structures. The aim of this study is to comparatively examine the effects of institutional and political factors on income distribution in developed and developing countries. For this purpose, the effect of 12 variables representing the political and institutional structure on income distribution was investigated by panel data analysis method using data from 27 developed and 55 developing countries for 1985-2012 period. The results show that the impact of institutional factors is preliminary in developing countries, whereas political factors in developed countries. In terms of institutional factors, the strengthening of the institutional infrastructure affects income distribution positively, while the increase in economic freedom affects negatively and corruption cause inverse u-shaped effect in developing countries. On the other hand, human rights, social freedoms and bureaucracy have no statistically significant effect. In the developed countries, only the positive effect of the social right and negative effect of institutional infrastructure were observed. In terms of political factors; considering the significant effect of voting rate, single-party government, the effectiveness of the legislative process and the pluralism, increased efficiency in the power of representation, high democracy level and political stability reduce income inequality in developed countries, but no significant effect of these variables has been found on the income distribution in the developing countries. On the other hand, it is seen that the local autonomy negatively affects justice in distribution of income in to groups of countries and the ideological tendency of the ruling party is not significant in both groups.
