Uluslararası kamu kurumu olarak tika teşkilatı ve alternatif modeller

Abstract

Bu tez 1992 yılından bugüne kadar kurumsal kapasitesini günden güne arttıran ve bu yolda önemli mesafeler kat etmiş olan Türk İşbirliği ve Koordinasyon Ajansı Başkanlığı'nın (TİKA) teşkilat yapısı ve çalışma sistemi için alternatif çağdaş bir model önermek ve gün geçtikçe büyüyerek etki alanını genişleten ajansın faaliyetlerinde esneklik kazanmasına katkıda bulunulmak amacıyla hazırlanmıştır.TİKA teşkilatı incelenirken gözlem ve doküman analizi gibi nitel veri toplama yöntemleri kullanılmış olup kuruluş kanunundan başlanarak günümüze kadar gelen mevzuat mümkün mertebe kanun seviyesinde incelenmiştir. Mevzuat incelemesinde özellikle eski ve yeni mevzuatta farklı olan kısımlar üzerinde durulmuştur. Tezin inceleme ve değerlendirmesinde temel olarak 2011 yılı ve sonrası mevzuat merkeze alınmıştır. Tezin temel konusu teşkilat yapısı olduğundan kurumun çalışma alanı olan kalkınma iş birliği konusuna kısaca değinilmiş tezin odak noktası olan alternatif teşkilat yapısı üzerinde durulmaya çalışılmıştır.Çalışmanın geniş bir perspektif sunmasını sağlamak amacıyla örnek olarak seçilen ülkelerin benzer teşkilatları da incelenerek birbirleriyle karşılaştırılmıştır. Öneriler bölümünde ise kurumların geleceğe dönük ihtiyaçlarına cevap verebilecek modeller üzerine değerlendirmeler yapılmıştır.

This thesis has been prepared in order to propose a contemporary and alternative model for the organizational structure and working system for Turkish Cooperation and Coordination Agency (TIKA) which has developed its institutional capacity day by day and has covered a significant distance to this end since 1992, and in order to contribute to the flexibility for its activities which expands its area of influence.Quantitative research methods such as observation and content analysis have been used during the analysis of organizational structures on the code level starting from the very first proclamation to the last one. Rather than reanalyzing the articles with the same content in different codes, it has been principally focused on differences. The evaluations and analysis in this thesis the codes date 2011 and beyond have been taken to the center. Since the center of the thesis is the organizational structure of TIKA, development cooperation is briefly summarized and the main emphasis remains on the alternative organizational structure.In order to provide a broad perspective, similar institutions of countries chosen as a sample have also been analyzed and compared. In the suggestions part, models which might satisfy institutions future requirements have been evaluated.
