Küreselleşme sürecinde sosyal politikaların geleceği

Abstract

Son yıllarda küresellesme ile birlikte hızlı bir degisime sahne olan sosyalpolitika uygulamalarının incelenmesi için öncelikle küresellesmenin ortaya çıkısı,geçirdigi evrim, gelisimi ve ekonomik, sosyal, teknolojik alanda yarattıgı degisimiincelemek gerekmektedir.Neoliberal politikalar uygulanmasıyla küresellesme hız kazanmıs veözellestirme, yerellesme, sendikasızlastırma gibi yapısal uyum politikaları refahdevletinin çöküsünü hızlandırmıstır. Bunun sonucunda gerileyen sendikalar, artanissizlik ve yoksulluk sonucu yeni sosyal politika araçları ortaya çıkmıstır.Neoliberal politikaların egitim, saglık, güvenlik, gelir dagılımı, istihdam,çevrenin ve doganın korunması, kadın ve çocukların korunması yoluyla refahın tabanayayılması, yoksullugun ve issizligin azaltılması, sosyal güvenligin genisletilmesi içinuluslar arası kurulusların, ÇUS'lerin ve ulus devletin ayrıntılı planlama, uluslar arasıboyutta uygulama ve koordineli çalısması gerekmektedir.Küresellesmenin sosyal politikalar üzerindeki etkilerini ve sosyal politikalarıngelecegini inceleyen bu tez, küresellesmenin sosyal boyutunun gelistirilememesidurumunda insanların refaha ulasmasının daha uzun sürecegini ileri sürmektedir.Anahtar Kelimeler: Küresellesme, Sosyal Politikalar, Sendikalar, Çok Uluslu Sirketler,Sivil Toplum Örgütleri

In order to examine social politics practices which went through a rapid change asa result of the globalisation in recent years, we must firstly analyse beginning,evaluation, development of the globalisation and the changes it caused in economical ,social and technological areas.Neo ? Liberal politics accelerated globalisation and structural adaptation politicslike privatisation, localization and antiunionization speeded the breakdown of wealth ?state up, As a result of this, weak unions, increosing unemployment and povertyconstituted new social political instruments.It is obvious that, an extensive plannig, international practice and coordinatedstudies are needed to express the responsibilities of international organization, MNC?sand national states in the issues like education, health, security income distribution,pollution and employment in order to expand social security reduce poverty andunemployment rates, spread wealthness, to protect, women, children and the nature.This thesis that studies the effects of globalisation in social politics and the futureof the social politics; asserts that in case of undeveloped social dimension ofglobalisation there will be distress and trouble among Humonity,Keyword; Globalisation, Social Politics, Trade Unions, Multi NationalCompanies, Nongoverment Organizations.
