Türkiye-Avrupa Birliği ilişkilerinin Balkanlar'ın toplumsal güvenliği çerçevesinde incelenmesi: Mülteci krizi örneği

Abstract

Tez çalışmamızda Soğuk Savaş Sonrası Dönem'de uluslararası güvenliğin doğasındayaşanan gelişmeler, Barry Buzan'ın geliştirmiş olduğu Bölgesel Güvenlik KompleksiTeorisi kapsamında dikkate alınmaktadır. Bu bağlamda çalışmanın konusu,uluslararası güvenliği bölgesel güvenlik anlayışı çerçevesinde ele alarak ve toplumsalgüvenliğin önemini ön plana çıkararak Balkanlar'ın toplumsal güvenliğiniincelemektir. Çalışmanın amacı ise Balkanlar'ın güvenliği açısından Türkiye veAvrupa Birliği'nin bölgedeki çıkarlarının uyuştuğunu ve bölgenin herhangi bir tehditaltında olması durumunda iki aktörün işbirliğine gittiğini ortaya çıkarmaktır. Buçerçevede çalışma; Balkan bölgesi devletleri arasında geçmişten günümüze uzananazınlık sorunlarının var olması ve bölge toplumlarının birbirlerini tehdit olarakgörmesi nedenleriyle bölgede toplumsal kimlik sorunlarının ön plana çıktığını vedolayısıyla toplumsal yapının hassas olduğunu savunmaktadır. Zira toplumsalyapının hassas olduğu Balkanlar'a, bölge dışından düzensiz göç yoluyla gelecek yenibir yabancı kimlik, bölgenin toplumsal yapısındaki hassasiyeti tetikleyerek toplumsalgüvenlik açısından büyük bir tehdit oluşturacaktır. Belirtilen saptama çerçevesindeyabancı bir kimliğin bölgeye yerleşmesi durumunda uzun dönemde bölgede iççatışmaların yaşanması ve iç çatışmaların da bölge devletleri arasında devletlerarasıbir çatışmaya dönüşmesi potansiyeli bulunmaktadır. Çalışma, 2015-2016 yıllarındayaşanan mülteci krizinin Balkanlar'ın toplumsal güvenliğine yönelik bahsedilentehdidi oluşturduğunu savunmaktadır. Buna göre mülteci krizinin oluşturduğu tehditBalkanlar'daki istikrarı tehlikeye sokmuştur. Çalışmada bahsedilen tehdidin, bölgedeistikrarın devam etmesi yönünde çıkarları uyuşan Türkiye ve Avrupa Birliği'nin,bölge devletlerini de dâhil ederek ortak güvenlik anlayışı çerçevesinde işbirliğinegirmeleriyle sonlandırıldığı sonucuna varılmıştır. In the study, the developments occurred in the nature of international security in thepost-Cold War period is considered within the scope of the Regional SecurityComplex Theory developed by Barry Buzan. Accordingly, the subject of the study isto examine the security of the Balkans by considering international security withinthe framework of regional security and highlighting the importance of societalsecurity in this framework. The purpose of the study is to reveal that Turkey and theEuropean Union's interests match in the region and they cooperate in case of anythreat intended the stability in the region. The study argues that the problems whichrelated societal identity come to the forefront in the region by the reasons of theexistence of minority issues ongoing among the states of the region and the societiesin the region regard each other as a threat. This means the societal structure in theregion is fragile. This fragility of the societal structure will be triggered in case ofany foreign identity comes from outside to Balkans and it will create a great threat insocietal security of the region. There is the potential for both internal conflicts tooccur in the region and internal conflicts to turn into an interstate conflict among thestates of the region in case of foreign identity settling in the region in long term. Thisstudy argues that the refugee crisis occurred in 2015-2016 has constituted thementioned threat to the Balkans' societal security. Accordingly, the threat posed bythe refugee crisis has endangered the stability in Balkans. The study has concludedthat the threat has been controlled by the cooperation of Turkey and European Unionwhose interests matching on protection of the stability in the region within theframework of common security understanding by including the states of the region.In the study, primary and secondary sources has been examined by data scanningtechnique and qualitative research methods has been used in data analysis.Keywords: Regional Security Complex Theory, Societal Security, Balkans,European Union-Turkey Relations, the Refugee Crisis
