Kripto paraların devlet kavramına etkileri: Güvenlik ve hukuk boyutu

Abstract

Paranın bir hegemonya enstrümanı olarak kullanıldığı günümüzde, bu gücü kontrol edenlerin devletler olmadığı açıktır. Bununla birlikte paranın hakimiyetinin çeşitli aşamalarla devlet dışı aktörlere verilmesi, tarihsel bir süreç olarak karşımıza çıkmaktadır. Bu süreç hakkında doğru bir çözümleme yapabilmek için materyalist yaklaşımın bir sonucu olan tokenizm akımının anlaşılması gerekmektedir. Tokenizm esasen kripto anarşist ajandanın bir parçasıdır. Tokenizmi kendi amaçları doğrultusunda kullanmak isteyen kripto anarşistlerin manifestolarının incelenmesiyle, devlet kavramına yönelttikleri tehditin boyutları da ortaya çıkacaktır. Bu çalışmayla kripto paraların, devlet kavramını yeniden şekillendireceği, böylece devlete ait olan bir kısım özgürlüklerin; yeni ekonomik ve hukuki zeminin paydaşları arasında dağıtılmak istendiği, fakat devletlerin bu ekonomik devrimi fırsata çevirmek ve süreçten daha az zararla çıkmak adına kripto para ekosistemini doğru yönetecek idari ve hukuki düzenlemeler yapması gerektiği anlaşılmıştır.

While today's money is being used as a hegemony instrument, it is clear that those who control this power are not states. However, the fact that the dominance of money is given to non-state actors in various stages is a historical process. In order to make a correct analysis about this process, it is necessary to understand the tokenism movement which is the result of the materialist approach. Tokenism is essentially a part of the crypto-anarchist agenda. By examining the manifestos of crypto anarchists who want to use tokenism for their own purposes, the aspects of the threat posed to the concept of the state will have emerged. Crypto coins are aiming to reshape the concept of the state, also some of freedoms of the state is desired to distribute among the stakeholders of the new economic and legal basics, so that In this study, these results are understood, but the states should make the necessary administrative and legal arrangements to manage the crypto money ecosystem so to turn this economic revolution into an opportunity and suffer less damage from the process.
