Göç, terörizm ve sınır güvenliği ilişkisi; Avrupa Birliği örneği

Abstract

Avrupa'nın özellikle medya araçları sayesinde, küreselleşmenin de etkisiyle refah veözgürlük yeri olarak görülmesi neticesinde birçok göçmen AB ülkelerine hareket etmearzusu içine girmiştir. AB ise kapılarına dayanan göç sorununa karşı, göç politikalarınısıkılaştırmakta, düzenli göçü en az seviyede tutma çabası göstermekte ve düzensizgöçü engellemek üzere sınır güvenliği konusunda gösterdiği eylemlerde ise yerigeldiğinde göçmenlerin hayatını tehlikeye atacak uygulamalar gerçekleştirmektedir.Göç ve sınır güvenliği konusunda gerçekleştirilen bu sıkı politikaları terörizm ileilişkilendirme noktasında, AB ülkeleri tarafından çekinilen husus ise düzenli ya dadüzensiz göç ile gelen göçmenlerin hepsinin terörist olduğu yönünde değil, ancak buyolla kamufle olarak ülkeye giriş yapabilecekleri konusu üzerinedir. Özellikleterörizm, göç ve sınır güvenliği ilişkilendirmesi neticesinde AB, tüm bu konularkapsamında bazen söylem ve eylem tutarsızlığı göstermekte, bazı zamanlarda ise ABve insan haklarına aykırı hareket ederek çeşitli örgütlerin eleştirilerine rağmen budurumu söylemleri ile destekler açıklamalarda bulunmaktadır. Bu çalışmada, göç,terörizm ve sınır güvenliği ilişkisinin AB politikalarını nasıl etkilediğini ortayakoymak amaçlanmaktadır. Bu kapsamda, özellikle 11 Eylül sonrası dönemde, ABüyesi ülkelerin, göç konusunu artık ulus aşan boyutlara ulaşan terörizm ve buna bağlıoluşan güvenlik tehdidi açısından değerlendirerek istemedikleri bu insan hareketininönlenmesi noktasında sınır güvenliğini koruma kapsamında, uluslararası sözleşmelereve yaptığı anlaşmalara aykırı bir şekilde denetleme, engelleme ve geri gönderme gibiyeni politikalar geliştirdikleri değerlendirilmektedir.Anahtar Sözcükler: AB, Terörizm, Göç, Göçmen, Sınır Güvenliği.Bilim KoduSayfa SayısıTez Danışmanı: 114111: 100: Dr.Öğr. As a result of the fact that Europe is seen as a place of prosperity and freedom with theeffect of globalization, especially through media tools, some immigrants have enteredthe desire to act in EU countries. The EU, on the other hand, tightens migration policiesagainst the migration problem based on its gates, tries to keep regular migration to aminimum, and implements practices that will put the lives of immigrants in dangerwhen it comes to border security actions to prevent irregular migration. On the pointof linking these strict policies on immigration and border security with terrorism, theissue with EU countries is not that the immigrants who come with regular or irregularimmigration are all terrorists, but that they can enter the country camouflaged in thisway. Especially as a result of the association of terrorism, immigration and bordersecurity, the EU sometimes shows inconsistency in discourse and action within allthese issues, and in some cases, it acts against the EU and human rights and supportsthe situation despite their criticism by various organizations. In this study, it is aimedto reveal how the relationship between migration, terrorism and border security affectsEU policies.
