Türkiye'de çocuk suçluluğunun önlenmesinde yerel yönetimlerin rolü: Ankara Büyükşehir Belediyesi Sokakta Çalışan Çocuklar Merkezi örneği

Abstract

Sokakta çalışan çocuklar, zamanlarının büyük bir kısmını sosyal hayatın hareketli ve karmaşık olarak sürdüğü ortamlarda geçirmektedirler. Her türlü insan modelini ve birçok hayat şeklini içinde barındıran sokaklar, bu çocukların çalışma alanı olarak karşılarına çıkmaktadır. Böyle bir ortamda, çocukların suça karışma oranları artmaktadır. Sokakta vasıfsız işlerde çalışan bu çocukların sayısının artması, çocukların yaşam risklerini arttırdığı gibi, sosyal hayatın huzurunu da tehdit etmektedir.Suç olgusuyla sürekli iç içe olan bu çocuklar için, kurum ve kuruluşların koordineli bir şekilde önleyici tedbir uygulamalarını gündemlerinden düşürmemeleri, suçluluğun önlenmesinde başrolde yer almaktadır. Özverili çalışmalar neticesinde alınacak olan mesafe, toplumsal barış ve huzur için büyük önem arz etmektedir.Sağlıklı birer birey olarak toplum hayatında yer alabilmeleri, ilk olarak aile içinde alınması gereken ahlaki temellere, daha sonrasında okullarda alınan öğrenimlerine bağlıdır. Bu süreçte yaşanılan kesintiler, olumsuz etkiler, ihmal edilmelerinin de etkisiyle, olumsuz sosyalleşmelere kapı aralamaktadır. Yaşlarının gereği olan imkanlardan mahrum kalmaları, toplum hayatında uyum problemlerini beraberinde getirmektedir.Sokakların tehlikeli ortamlarında korunmasız bir halde bulunan, çalışan çocukların, sorunlarının tespiti ve çözümü için Sosyal Hizmetler Çocuk Esirgeme Kurumu, çocuk polisi, çocuk mahkemeleri ve yerel yönetimlerin çalışmalarda bulunduğunu görmekteyiz.Araştırmamızda, bu kurumlar içerisinde yer alan ve Ankara Büyükşehir Belediyesine ait bir kuruluş olan Sokakta Çalışan Çocuklar Merkezinin yapmış olduğu faaliyetler ve bu faaliyetlerin çocuk suçluluğunun önlenmesindeki etkinliği ele alınmıştır.Anahtar Kelimeler: Çocuk, Çocuk Suçluluğu, Çocuk Suçluluğunun Önlenmesi, Sokakta Çalışan Çocuk.

Whether they are working or just attending, children on streets spends most of their time on complicated teems with social disruption. The streets having every kind of people and may style of lives in itself, comes up with an environment in which children is working or living. In an environment like this the rate of crimes in which children take participation or perpetrated by children is likely to be higher. The increase on the number of children working or taking part on streets has a deep a impact on their lives moreover the fact that those number are swelling threatens the social life and peace by degenerating it.What is required preventing the crimes perpetrated by children who are involved in is that all the institution in an attempt to struggle with juvenile should co-operate in a sense that this is the only way minimizing the juvenile delinquency and they should take measures compatible with law and condition of life as well. Distance which can be secured as result of working hard is very crucial for public peace.Their ability to take participation in social life as mentally and physically in good condition depends on the moral roots initially they are to get in the family and subsequently education they are to obtain in the school. Some of the defection to which children are subjected can lead to negative socialism with contribution of possibility. To be lack of some opportunities essential for life is one of the reasons why children are incapable of adopting the social life.We are widely aware of the fact that the institutions (social service child protection, child police, juvenile court, local government) are doing what it takes to define and solve the problems of children on streets and deprive of protection needed.In our study, we are handling the activities and its efficiency on impeding the juvenile delinquency of center for the working on streets which is the one mentioned above and situated in Ankara metropolitan municipality.Key words: Child, Juvenile Delinquency, Prevention of Juvenile Delinquency, Working Children on Streets.
