Devletin işgal edilmiş hali: 12 eylül 1980 ve 28 şubat 1997'ye giden süreç

Abstract

Türkiye'nin modern siyasi tarihine bakıldığında, siyaset alanına yapılan askeri ve bürokratik müdahalelerle dolu olduğunu görürüz. 20. Yüz yıldaki bu müdahaleler zinciri genellikle, 1908 Jön Türk devrimi ile başlatılır. Daha sonra bu zincirin halkaları yıllar içinde eklenecektir. Bunlar kronolojik olarak şöyledir: 1909 ve 1913 İttihat ve Terakki darbesi, 27 Mayıs 1960 Darbesi, 12 Mart 1971 Muhtırası, 12 Eylül 1980 Darbesi, 28 Şubat Post-modern Darbesi, 27 Nisan e-muhtırası, 7 Şubat 2012 MİT Krizi, 2013 Gezi Olayları, 17-25 Aralık Yargı-Polis Darbe girişimi ve nihayetinde 15 Temmuz Askeri Darbe girişimi.Bu çalışmanın amacı; 12 Eylül 1980 darbesi öncesi yaşanan Maraş ve Çorum Olayları ve 28 Şubat 1997 Darbesi öncesi yaşanan Sivas ve Başbağlar olaylarını, analiz etmektir. Bunu yapmaktaki temel amacımız, bu olayları 1980 ve 19997 darbelerine sosyal ve politik zemin hazırlamak ve meşruiyet kazandırmak için başlattığına inanılan dominant bürokratik kliğin rolünü analiz etmektir. Ayrıca, derin devlet kavramı, Türkiye'nin bürokratik mirasından gelen otoriter yönetim anlayışına meşruiyet sağlayan olumlu içeriğinden dolayı sorgulanmaktadır. Bu çalışma onun yerine, Türkiye'nin demokratikleşme sürecini anlamak için daha uygun olan 'işgal edilmiş devlet' kavramını ileri sürmektedir.

There are many military and bureaucratic interventions in the history of modern Turkish politics. This chain of the bureaucratic interventions in the twentieth century started with the 1908 Young Turk intervention. The others came out in the following years. These are in historical order: 1909 and 1913 Committee of Progress and Union's interventions, 1960 Military Intervention, 1971 Military Memorandum, 1980 Military Intervention, 28 February 1997 Postmodern Intervention, 27 April 2007 E-Memorandum, 7 February 2012 MIT Crisis, 2013 Gezi Events, 17-25 December 2013 Judiciary-Police Intervention and 15 July 2016 Military Intervention Attempt.The study aims at examining Maraş and Çorum incidents occurring before the 1980 intervention and Sivas and Başbağlar incidents occurring before the 1997 intervention. In doing so, its main aim is to analyse the role of the dominant bureaucratic clique as being the initiator of these events to provide the suitable social and political atmosphere and legitimacy for the 1980 and 1997 military interventions. Also, the concept of 'deep state' is being questioned as being to include the positive meaning given to the clique and to provide legitimacy to the authoritarian rule inferred from the bureaucratic legacy in Turkey. Instead of it, this study argues, the concept of 'occupied state' seems to be more suitable to understand the process of Turkish democratization.
