Analytical comparison between covert action, clandestine operation, and special operation

Abstract

Bu çalışmanın amacı `Örtülü Faaliyet, Gizli Operasyon ve Özel Operasyon arasındaki analitik fark nedir?` birincil sorusuna ve `Ülkelerin operasyonlara olan yatkınlıkları nelerdir?` ikincil sorusuna cevap vermektir. Çalışmada herhangi bir nicel ölçüm kullanılmamış olup çalışmanın doğası gereği niteliksel çalışma metotu uygulanmıştır. Ayrıca Örtülü Faaliyet, Gizli Operasyon ve Özel Operasyon'un kullanım alanları vaka analizi ile gösterilmiştir. Teknolojik imkanlar, yürütülen operasyonlar, istihbarat teknikleri, tarihsel geçmiş, milliyet ve yönetim şekilleri göz önünde bulundurulduğunda¸ Amerika Birleşik Devletleri, Çin Halk Cumhuriyeti, İsrail Devleti ve Rusya Federasyonu vaka analizi için seçilmiştir. Çalışmada kaynak olarak; kitap/kitap bölümleri, makaleler, akademik yayınlar ve internet kaynakları gibi ikincil kaynaklar kullanılmıştır. İstihbaratın doğası gereği her konuda birincil kaynaklara ulaşmak imkansızdır. Bu sebeple, ilk olarak ülkelerin istihbarat servislerine ait internet sayfaları, ikincil olarak ise diğer kaynaklar kullanılmıştır. Bu çalışma ile; Amerika Birleşik Devletleri'nin Örtülü Faaliyetleri; Çin Halk Cumhuriyeti'nin Gizli Operasyonları; İsrail Devleti'nin ve Rusya Federasyonu'nun ise Özel Operasyonları kullanmayı tercih ettikleri çıkarımlarında bulunulmuştur.

The aim of this study was; answering the primary question of `What are the differences between Clandestine Operation, Covert Action, and Special Operation in an analytical way?` and the secondary question of `What are the tendencies of countries with respect to preferences of operation?`. The qualitative method had been adopted because the nature of the topic is suitable for that and there was no quantitative measurement used in the study. Moreover, usage areas of Covert Action, Clandestine Operation, and Special Operation were shown with the case study. When, technological facilities, operations carried out, intelligence techniques, historical backgrounds, nations, and regimes considered; the United State of America, People's Republic of China, State of Israel, and Russian Federation had been selected for the case study. As materials, secondary sources like books/book chapters, articles, academic publications, and web sources had been used. Because of the nature of intelligence reaching primary sources about everything is imposable. That's why, primarily, web pages of countries' intelligence organizations, secondly other sources had been used. With this study, it had been concluded that; the United State of America prefers to use Covert Actions, the People's Republic of China prefers to use Clandestine Operations. The state of Israel and the Russian Federation prefer to use Special Operations.
