Cumhuriyet Dönemi demiryolları yapımı ve güvenlik

Abstract

Yapılan bu tez çalışmasında Kurtuluş Savaşı öncesi ve sonrasında Anadolu topraklarında yürütülen ve ulaşım politikalarından biri olan demiryolu sektörü ve bu sektörün güvenliğine yönelik incelemelerde bulunulmuştur. Demiryollarının stratejik açıdan önemi ve Geç Osmanlı-Cumhuriyet dönemlerinde demiryollarının geçirdiği aşamalar değerlendirilmeye çalışılmıştır. Cumhuriyet döneminde demiryolu politikası elde etmiş olduğu tecrübe ve ekonomik faktörler nedeniyle her şeyden önce inşa politikasına dayanmaktaydı. Oldukça fazla harcama gerektiren bir yatırım sektörü olduğu için Cumhuriyet'in erken dönemlerinden itibaren tüm gücünü, gayretini ve ekonomik kaynaklarının bir bölümünü demiryolu inşaatlarına ayırmıştır. Demiryollarında güvenlik konusu ülkemizde çok fazla araştırma yapılıp irdelenen bir alan olmamıştır. Demiryollarının güvenliğinin sağlanmasında pek çok faktör bulunmaktadır. Tabi bu faktörlerin sağlıklı bir şekilde işleyişi ise sistemin iyileştirilmesi sayesinde olmuştur. Güvenlik konusu ile bağlantılı olarak bir diğer önemli olgu ise terördür. Demiryollarında gerçekleştirilen terör faaliyetleri önem arz eden bir konu olmasının yanı sıra bu terör eylemlerinin azaltılıp ortadan kaldırılmasında yapılması gerekenler vardır. Bunlar, ülkemizde var olan sistemin iyileştirilmesinin yanı sıra bu faaliyetlerin vuku bulmasındaki ekonomik, siyasi ve sosyal argümanların incelenerek çözüm yollarının üretilmesidir.

In this thesis study, the railway sector, which is one of the transportation policies carried out in Anatolia before and after the War of Independence, and the safety of this sector were examined. The strategic importance of railways and the stages of railways in the Late Ottoman-Republic periods were tried to be evaluated.During the Republican era, the railway policy was based on the construction policy, first of all, due to the experience and economic factors it gained. Since it is an investment sector that requires a lot of expenditure, it has devoted all of its power, effort and a part of its economic resources to railway constructions since the early periods of the Republic. Security in railways has not been an area of much research in our country. There are many factors in ensuring the safety of railways. Of course, the healthy functioning of these factors has been thanks to the improvement of the system. Another important phenomenon in connection with the security issue is terrorism. In addition to being an important issue in the terrorist activities carried out on the railways, there are things to be done to reduce and eliminate these terrorist acts. These are the improvement of the existing system in our country, as well as generating solutions by examining the economic, political and social arguments in the occurrence of these activities.
