Ermenistan'ın ve Ermeni lobisinin Türk dış politikasına etkileri

Abstract

Ermeni Sorunu; ortaya çıktığı ilk zamanlardan günümüze değin, şekilsel bazı değişikliklere uğramakla birlikte, temel dinamiklerini devamlı muhafaza ederek gelişmiş ve Türk dış politikasını önemli ölçüde etkileyen bir tehdit halini almıştır. Bugün bu sorunun merkezinde, 1915 olaylarına ilişkin Ermeni iddiaları yer almaktadır. Bu iddiaların, halen uluslararası kamuoyunun gündeminde kalmasını sağlayan en önemli unsurlar ise, soğuk savaş sonrasında bağımsızlığını kazanan Ermenistan ile neredeyse tüm dünya üzerine yayılmış olan Ermeni Lobisidir. Bu iki unsur, sadece 1915 olaylarına ilişkin Ermeni iddialarının propagandasını yapmakla kalmayıp, uluslararası ortamda Türkiye'yi zor durumda bırakacak her türlü etkinliği de açıkça desteklemektedirler.Ermeni Lobisi'nin propaganda faaliyetleri, Türkiye'nin daha çok AB ve ABD ile olan ilişkilerini etkilerken, Ermenistan'ın yayılmacı tutumu ve uzlaşmaz tavrı, Türkiye'nin Güney Kafkasya politikalarının şekillenmesinde belirleyici olmaktadır.1915 olaylarına ilişkin Ermeni iddiaları, AB ülkelerinde ve ABD eyaletlerinde yaygın şekilde kabul görmekte, AB organlarında ve ABD Kongresi'nde neredeyse her yıl gündeme taşınmaktadır. Bu durum, Türkiye'nin bu ülkelerle ve AB ile olan ilişkilerinde, kısa süreli de olsa, ciddi bazı gerilimlere neden olmaktadır. Özellikle son 10 yılda, AB üyeliğini bir devlet politikası olarak benimseyen Türkiye'nin, Ermeni sorunu konusunda AB ülkelerinde ve organlarında yaşanan gelişmelere, gereken tepkiyi gösterebildiğini söylemek son derece güçtür. Bununla birlikte, yapılan pek çok girişime rağmen, bu iddiaların ABD Kongresi'nde halen kabul edilememiş olması, büyük oranda, ABD'nin Türkiye'nin olası tepkilerinden çekinmesiyle açıklanabilir. Zira Türkiye'nin elinde, AB'nin aksine, ABD ile olan ilişkilerinde kullanabileceği güçlü enstrümanları bulunmaktadır.Sorunun diğer parçası Ermenistan, bağımsızlığını takip eden birkaç yıl içerisinde Azerbaycan topraklarının yüzde 20'sini işgal etmiştir. Bununla birlikte, halen Türkiye ile olan sınırını tanımamakta ve 1915 olaylarına ilişkin Ermeni iddialarının propagandasına aktif destek sağlamaktadır. Türkiye, Ermenistan'ın bu düşmanca tavrına, Ermenistan ile diplomatik ilişki kurmamak, bu ülke ile olan kara sınırını kapatmak ve bölgesel işbirliği projelerine Ermenistan'ı dahil etmemek suretiyle, bu ülkeyi bir nevi izole ederek cevap vermektedir.

The Armenian Question; has changed in modal while continuously protecting its basic dynamics from the first time it occurs to date and become a threat, which significantly affects the Turkish foreign politics. Today, the Armenian allegations regarding the events of 1915, take part in the center of the question. The most important components that provide these allegations to be still remained in the agenda of the international public are the Armenia, which gained independence after the cold war, and the Armenian Lobby, which almost spread to all over the world. These two components does not only make the propaganda of the Armenian allegations with regards to the events of 1915 but also they evidently support any kind of activities that will leave Turkey in a difficult situation.While the propaganda activities of the Armenian Lobby affect the relation of Turkey mostly with EU and USA, the irredentism and uncompromising attitude of Armenia is being determinative on the modeling the South Caucasus politics of Turkey.The Armenian allegations with regard to the events of 1915 are widely accepted by the EU countries and USA provinces and are brought up to the agenda almost every year at the EU organs and the USA Congress. Such situation causes some serious tensions, although they are short term, in the relations of Turkey with these countries and EU. Especially during the last 10 years, it is very difficult to say that Turkey, which adopts the EU membership as a government policy, can show the necessary reaction to the developments experienced at the EU countries and organs regarding the Armenian question. Nevertheless, in spite of many attempts, such allegations are not still being accepted at the USA Congress can be explained substantially by that the USA refrains from the possible reactions of Turkey. Because in opposition to EU, Turkey possesses powerful instruments that it can use them in its relations with USA.With regard to the other part of the question, the Armenia has occupied 20 percentage of the Azerbaijan within the few years following its independency. Nevertheless, it does not still recognize its border with Turkey and provides active support to the propaganda of the Armenian allegations with regard to the events of 1915. Turkey responses to such hostile attitude of Armenia by not establishing diplomatic relationship with Armenia, closing its land frontier to this country and not counting Armenia in the regional cooperation projects and insulating this country.
