dc.description.abstract11 Eylül saldırılarının ardından güvenlik kavramının değişmesiyle istihbarat kavramı da değişmiş ve Amerika Birleşik Devletleri'nin öncülüğünde birçok ülke istihbarat sistemini yenilemiştir. Bu değişimin özünde istihbarat kurumlarının değil stratejik anlamda paylaşılmasının önemi anlaşılmış ve yapılan değişiklikler koordinasyonla ilgili olmuştur. İstihbarat, karar vericiler için bir destek mekanizmasıdır ve ihtiyacı olana zamanında verilmezse bir önem taşımaz. ABD'de ODNI'nin yaptığı da elde edilen istihbaratın gereken yerlere gerektiği zamanda ulaştırılması olmuştur.
dc.description.abstractAfter 9/11 attacks, the meaning of intelligence has changed after the change of the meaning of security and lots of countries reorganized the intelligence systems after United Stades of America.Thıs changes are mostly about coordination because strategic intelligence sharing became well known. Intelligence is a decision support system and if not reported timely it is of no use. ODNI's duty in USA is to report the intelligence to where to use timely.en_US
