dc.description.abstractBu çalışmada, Türkiye'nin patent süreci IP5 olarak da bilinen Avrupa Patent Ofisi, ABD, Japonya, Güney Kore ve Çin Halk Cumhuriyeti patent süreci ile karşılaştırılmış, müteakiben Dünya Fikri Mülkiyet Örgütü tarafından 2011 yılında güncel veriler ışığında hazırlanan Fikri Mülkiyet Hakları İstatistik Raporu incelenerek patent başvuru ve tescillerinde dünya genelinde yaşanan gelişmeler irdelenmiştir. Firma yöneticileri ve çalışanları ile patent vekilleri ve TPE'de görev yapan patent uzmanlarına uygulanan anket ile saha çalışması yapılmış, bu doğrultuda Türkiye'ye özgü problem alanları yorumlanarak bahse konu problemlere yönelik çözüm önerilerinde bulunulmuştur.
dc.description.abstractIn the study, the improvements in patent applications and registration worldwide are handled in line with data published in the Statistical Report on Intellectual Property Rights 2011 by the World Intellectual Property Organization and accordingly fluctuation in patent application and registration is examined thoroughly in view of the possible reasons.In the following sections of the study, a field study addressing the problematic issues in practice is carried out. This field study includes survey studies with the companies registered at sector council of Union of Chambers and Commodity Exchanges of Turkey, patent attorneys keeping track of patent procedures on behalf of the applicants and finally, patent experts who represent the unit that initiates the bill of law and who are responsible for management of the process.In the final section of the study, the data gathered thorugh the surveys are interpreted in line with the literature review and syntheses and accordingly solutions are offered for the featured problems in the patent system and process in Turkey.It is assessed that this PhD thesis within Defense Sciences Institute, Military Academy, is a genuine study in terms of the fact that it deals with the comparison the prominent patent systems with the Turkish patent system and addresses the principal actors regarding the patent applications under the same roof within the scope of survey studies.en_US
