dc.description.abstractYapılan araştırmada yakın gelecekte (2030 yılına kadar) asker modernizasyonu gayretlerini etkilemesi muhtemel teknoloji alanları teknolojik gelişmeler ve değişen çatışma ortamının etkisi ile kullanıcı olarak muharip askerlerin teçhizat ve donatım yönünden önceliklerinin belirlenmesi amaçlanmıştır. Çalışmanın bu yönü ile ''Asker Sistemi'' olarak isimlendirilebilecek, milli ve bütüncül bir asker modernizasyon projesine iskelet veya başlangıç dokümanı olarak kullanılacak bir yardımcı kaynak olabileceği değerlendirilmektedir. Bu maksatla, öncelikle savaş, çatışma ve tehdit kavramlarının geçirdiği evrim ve geleceğin harekât ortamı tanımlanmıştır. Uluslararası alanda hali hazırda devam eden, belli başlı projeler ise ülkeler ve NATO bazında sunulmuştur. Devamında ise, askerin bir sistem olarak tahayyül edilmesi prensibinden yola çıkılarak oluşturulan ''Asker Sistemi'', alt sistem ve bileşenlerine ayrılarak, gelecekte sistem bünyesinde dikkat çeken ve önem arz edebilecek teknoloji alanları ve uygulamaları ortaya konmuştur. Çalışmanın merkezinde olan muharip askerlerin mevcut şartlarda teçhizat, silah, cihaz ve donatımına dair önceliklerinin ve fikirlerinin tespit edilmesine yönelik yapılan yapılandırılmamış ve yapılandırılmış mülakatlar yorumlanmıştır. Çalışmanın devamında uluslararası alanda asker modernizasyonu ve Asker Sistemi konularında uzman kişilerin görüş ve öngörüleri Delfi Yöntemi vasıtasıyla toplanarak yorumlanmıştır. Sonuçta, yapılan yazın taraması, mülakatlar ve Literatür taraması, mülakat ve Delfi çalışmaları sonucu elde edilen tüm verilerin yardımı ile geleceğin askerini etkileyecek teknolojiler, olası teknolojik uygulamalar ve harekât ortamının gerektirdiği gelişmeler ve kullanıcı olarak muharip askerlerin teçhizat ve donatım yönünden öncelik ve beklentilerine ulaşılmıştır.
dc.description.abstractThe operational environment, the stakeholders of wars/conflicts and potential threat types are shaped dramatically due to the socio-politic wind which is fostered by technology and globalization. In this climate, nation-states which aims to preserve their internal and international interests are obliged to be ready to fight against with both conventional and hybrid threats and wars. The soldier, which is the core element of any army, will remain its importance as a force multiplier inspite of the enormous development in unmanned systems, autonomous remote controlled fire systems and other alike technologies. In the first part of the study, the method, scope and goal of the research is identified. It is aimed to figure out technology fields and applications which have potential to foster developments in soldier modernization and could take part in Soldier Systems and to find out the priorities of combatant soldiers due to the effects of changing operational environment and threat perception. The study on that sense, is evaluated to be an initial supporting document, guidance or project skeleton of a soldier modernization project which is national and holistic. In the second part, the future operational environmet is articulated by assessing the change in threat perception, warfare and conflict themes. After this stage, global ''Future Soldier'' projects and soldier modernization efforts of countries and NATO are presented and some important projects are examined in detail in the third part of the study. Afterwards, in the fourth part, Soldier System is examined and fundemental architecture of a standart system is articulated because of the important benefits and outcomes of this holistic and systematic approach to soldier modernization. The systematic breakdown of a soldier is made in the fields of equipment and capabilities and the Soldier System is broken down to its Sub systems and components. System is broken down to sub systems as Power&Energy, C4I, Sensing, Personal Clothing & Protection, Human, Lethal & Non-lethal Weapons. Then the interaction of sub-systems of Soldier System and 5 capability areas (Lethality, Survivability, Sustainablity, Mobility, C4I) of a soldier, which are identified by NATO, is explained. Future prospective technological developments, applications and emerging technologies are figured out within the context of Soldier System. In third part of the study, 31 combatant soldiers who have experince in operational troops were interviewed in order to obtain ideas and priorities from the perspective from user side, through un-structured and structured interview methods. Later on, the expertise and foresights of international experts are aimed to be utilized in the study. In this context, personal participation is organized to international events, which are NATO NAAG LCG-DSS (Land Capability Group Dismounted Soldier Systems) meeting, Soldier-Technology 2014 event, and Future Forces-2014 exhibition in Prague-Czech Republic in 14-17 October 2014. By interactions with participants during these events, 17 experts are determined and coordinated to participate the 2-Round Delfi Study. In conclusion, 10 experts from different countries supported the study. Thereby, foresights and opinions of international experts concerning soldier systems and soldier modernization technollogy until 2030. In the conclusion stage of the study, the spesifications and main features of a national Soldier System, needed technology fields and applications to create future soldiers are explained and some recommendations shared to shape national soldier modernization efforts.en_US
