Kadın işgücünün işgücü piyasasına katılımında İŞKUR'un rolü TRB1 bölgesi örneği

Abstract

Türkiye İş Kurumu, ülkemizde işgücü ihtiyacı temini noktasında, aktif ve pasif politikaların uygulayıcısı olarak çalışmaktadır. İŞKUR'un uyguladığı genel politikalar, bölgesel olarak uygulama ve destek gerektiren farklı uygulamaları gerektirebilir. Geliştirilen ve geliştirilecek olan politikalarda kadınlara yönelik bileşenler, istihdam edilebilirlik temelinde mesleki eğitim kursları, farklı uygulamalar, kadın işgücünün istihdam edilebilirlik temelinde gerekli kazanımların sağlanması ve İŞKUR'un katkısı konusuna ağırlık verilmelidir.İŞKUR, bölgesel kalkınmışlık düzeyi fark etmeksizin uyguladığı Aktif İşgücü Politikaları(iş ve meslek danışmanlığı hizmetleri, TYP, İEP, MEK) ile istidamın arttırılması, geliştirilmesi ve istihdam edilebilirlik seviyesinin yükseltilmesi amacına hizmet etmekte ve vatandaşların maddi manevi iş arama ve işsizlik sürecine çeşitli hizmetleriyle katkı sunmaya çalışmaktadır.Bu çalışmada, kadınların işgücü piyasasına katılımında İŞKUR'un TRB1 bölgesi için üstlendiği roller ve uygulanan aktif politikaların etkisi üzerinde durulmuştur. Özellikle bölgesel gelişmişlik düzeyi farklı olan TRB1 bölgesinde, kadın işgücünün işgücü piyasasına katılımında, istihdam edilebilirlik noktasında izlenen politikalar ve kadın istihdamına, kadın işgücünün işgücü piyasasına hazırlanması noktasında İŞKUR'un katkısı üzerinde durulmuş ve bölgesel kalkınmışlık durumuna uygun hizmetlerin çeşitlendirilebileceği sonucuna varılmıştır.

Turkish Employment Agency works as the implementer of active and passive policies in terms of labor force supply in our country. Particularly in the TRB1 region, where the regional development level is different, the participation of the female workforce in the labor market, the policies followed at the point of employability, and the contribution of İŞKUR in the preparation of the female workforce to the labor market have been emphasized and services suitable for the regional development situation have been emphasized. It has been concluded that diversification can be achieved.
