Endüstri 4.0 ın sağlık sektöründeki etkileri üzerine bir araştırma

Abstract

Küreselleşen dünyada tüm ülkeler, rekabet karşısında ayakta durabilmek vebüyüyebilmek için Endüstri 4.0'ın getirdiği yeni düzene ve yeni iş yapış şekillerine entegreolmak zorundadırlar. Çünkü verimli, kaliteli, maliyet avantajlı, çevik ve hızlı üretim sunanEndüstri 4.0 bileşenlerine geçiş olmadığı takdirde rekabette ayakta kalabilmek mümkünolamayacaktır. Endüstri 4.0 sadece imalat sektörü için değil tüm sektörler özellikle dehizmet sektörü açısından da büyük değişimleri gerekli kılmaktadır. Toplum 5.0 uyumlu birhizmet sektörünün dizayn edilmesi, uyumlaştırma çalışmalarının da yürütülmesigerekmektedir.Sağlık sektörü de diğer sektörler gibi yaşanan bu değişim ve gelişmelerden nasibinialmakta, hızlı bir değişim ile yeni teknolojilerin kullanımına geçiş yapılmaktadır. Her nekadar sağlık sektörü Endüstri 4.0 sürecine farklı nedenlerden ötürü beklenen hızda entegreolamasa da içinde bulunduğumuz COVİD 19 pandemi süreci dijitalleşmeyi hızlandırmıştır.Ülkelerin geride kalmamak için yarıştığı bu dönemde sağlık sektöründe de değişimlerinyaygınlaşması ile dijital hastanelerden, online hasta bakımına, robot hemşirelerden, robotikameliyatlara, 3D yazıcılar ile doku ve organ oluşturmadan, nano teknolojik ürünlerinkullanılmaya başlanmasına kadar çok çeşitli alanlarda yenilikler ve gelişmeler yaşanmayabaşlanmıştır. Ülke ekonomileri açısından oldukça önemli hale gelen sağlık turizminde ilksıralarda yer almak Türk sağlık sektörünün aktörlerinin önceliklerinden biridir. Bu nedenlesağlık alanında rekabetin gerisinde kalmamak için sağlık sektörümüz Endüstri 4.0'ınzorunlu kıldığı değişim ve yenilikleri hızlıca hayata geçirmek zorundadır.Bu bağlamda kurgulanan bu çalışmada ülkemizde Endüstri 4.0'ın sağlık sektöründeyarattığı gelişmelerin ayrıntılı olarak incelenmesi ve SWOT analizi uygulanarak sektörünmevcut durumunun analiz edilmesi amaçlanmıştır. Ayrıca Endüstri 4.0 bileşenlerini çokiyi bir şekilde hayata geçiren ve sağlık sektöründe çok büyük gelişmeler gösterenKanada'nın da mevcut durumu SWOT analizi ile incelenerek, her iki ülkenin mevcutsağlık sektörü Endüstri 4.0 gelişim süreçleri, sağlık sistemi gelişimi, HIMMS verilerinegöre analiz ve hükümetlerin uyguladığı akıllı uygulamalar olmak üzere 4 kategoridekıyaslanmıştır. Bu yöntemle Türk sağlık sektörü Endüstri 4.0'ın mevcut uygulanabilmedüzeyinin ortaya koyulması ve ne gibi fırsatlar ve tehditler olduğunun açığa çıkarılmasıamaçlanmıştır. Geliştirilen bir model yardımıyla sağlık sektöründeki yöneticilere ve Kanunyapıcılara birtakım öneriler sunulmaya çalışılmıştır.

Globalizing world, all countries have to integrate into order brought by Industry 4.0and new ways of doing businesssurvive and grow of competition. Because if there is notransition to Industry 4.0 components that offer efficient, high quality, cost advantage,agile and fast production, will not to survive competition. Industry 4.0 requires majorchanges for all sectors, not just sectors that obtain products, especially the service sector. Asociety 5.0 compliant service sector should be designed and harmonization studies shouldbe carried out. The health sector, like other sectors, gets its share from these changes anddevelopments, and with a rapid change, there is a transition to the use of new technologies.Although the health sector could not integrate into the industry 4.0 process at theexpected rate for different reasons, Covid 19 epidemic process in has acceleratedtechnological progress. In this period when countries competed not to be left behind, withthe spread of changes in the health sector, innovations and developments began to beexperienced in a wide variety of fields, from digital hospitals to online patient care, fromrobot nurses to robotic surgeries, from creating tissues and organs with 3D printers to theuse of nanotechnological products.Being in the first place in health tourism, which hasbecome very important for the country's economies, is one of the priorities of the actors ofthe Turkish health sector. For this reason, in order not to lag behind the competition in thefield of health, our health sector has to quickly implement the changes and innovationsrequired by Industry 4.0.In this context, created, it is aimed to examine in detail the developments byIndustry 4.0 in health sector in our country and to analyze the current situation of the sectorby applying SWOT analysis. In addition, the current situation of Canada, which hasimplemented the components of Industry 4.0 very well and has made great progress in thehealth sector, has been examined with a SWOT analysis, and current health sector Industry4.0 development processes of both countries, health system development, analysisaccording to HIMMS data and governments' implementations. It was compared in 4categories, including smart applications. With this method, it is aimed to reveal the currentlevel of application of the Turkish health sector Industry 4.0 and to reveal whatopportunities and threats there are. With the help of a developed model, some suggestionshave been tried to be presented to the managers and legislators in the health sector.
