Bilgi ve iletişim teknolojileri sektörünün Türkiye ve seçilmiş yükselen ülke ekonomileri üzerindeki etkileri

Abstract

Bu çalışmanın amacı bilgi ve iletişim teknolojilerinin ekonomik büyüme üzerindeki etkilerini incelemektir. Bu amaç kapsamında, bilgi toplumu yapısı ve beraberinde gelen bilgi ekonomisi kavramları açıklanmış, devamında bilgi ve iletişim teknolojilerinin bu oluşumlar ile olan ilişkisi ortaya konmuştur. Bilgi ve iletişim teknolojilerinin ekonomik büyüme üzerindeki etkileri istihdam, verimlilik ve dış ticaret başta olmak üzere detaylıca incelenmiştir. Seçilmiş yükselen ülke ekonomileri; Brezilya, Hindistan, Çin ve Türkiye'de bu sektörün gelişimi ortaya konmuş ve sektörün ekonomik büyüme üzerindeki etkileri dış ticaret, inovasyon ve Ar-Ge, istihdam ve işgücü başlıkları altında çeşitli istatistikler yardımıyla incelenmiştir. Bu ülkelerin bilgi toplumu olma yolundaki ilerleyişi ve bilgi ve iletişim teknolojilerindeki gelişimi ortaya konmuştur. Seçilmiş yükselen ülke ekonomileri içerisinde Çin'in en fazla büyüme yaşayan ülke olduğu görülmüştür. Bilgi ve iletişim teknolojileri sektörünün gelişiminin yavaş ve yetersiz olması ülkelerdeki ekonomik büyüme ve kalkınma göstergelerinin olumsuz etkilenmesine neden olmaktadır. Elde edilen çeşitli veriler yardımıyla Brezilya, Hindistan ve Türkiye'deki bilgi ve iletişim teknolojileri stratejilerinin yetersiz ve sürdürülemez bir yapıya sahip olduğu sonucuna ulaşılmıştır.

The aim of this study is to examine the effects of information and communication technologies on economic growth. Within the scope of this purpose, the structure of information society and the concepts of information economy that come with it are explained, and then the relationship between information and communication technologies and these formations is revealed. The effects of information and communication technologies on economic growth, especially employment, productivity and foreign trade, have been examined in detail. The development of this sector in selected emerging country economies Brazil, India, China and Turkey has been revealed and the effects of the sector on economic growth have been examined with the help of various statistics under the headings of foreign trade, innovation, R&D, employment and labor force. The progress of these countries towards becoming an information society and their development in information and communication technologies are presented.It has been seen that China is the country with the highest growth among the selected emerging economies. The slow and insufficient development of the information and communication technologies sector causes the economic growth and development indicators of the countries to be adversely affected. With the help of various data obtained, it has been concluded that the information and communication technologies strategies in Brazil, India and Turkey have an inadequate and unsustainable structure.
