dc.description.abstract112 ABSTRACT Towords the end of 20. century, the use of fast communicative technology in televizion led great changes in the life of individuals and societies. While current TV implementations has reached the inner parts of countries huge companies which monopolize the medya industry came to the point of controling not only economy, but also social, ideolojik and political spheres so, at that point as an educational medium, the use of TV, is to form or bring into being an intentional behaviours to serve the mentioned powers. Medya sests the agenda of societies though diriving minds of people and making them dependent on itself. On the other side TV in its oppressionist formation, destroys every cultural diversity, in word scale it tries to dominate one alone, valid and homogeneous culture. By this dimention TV, instead of supporting intercultural exchanges, it supports a cultural hegemony which is unilateral and on the part of those who are powerful. Spread through of the television has increased the process of information insuring to a certain extend. But this, on the one hand as brought about an increase of information quantitatively, on the other hand it seems to exclude the quality of being informed. In this context TV didn't make any thought free, on the contrary, it supported the thaught and discourse of sovereign powers who have been controlling TV. Television which has great social and economic effects over people and societies, is accepted the most significant instrument of media as compered to others. The function of television, today is not to educate people and develop societies positively. TV, which is far from of informing and enlightenin mass, through its superiour communicative peculiarities, currently serves to the ideological interests of sovereign powers. In the formation of intentional behaviours and creating life models, the use of TV in such a direction clearly shows that this medium doesn't serve to human and social interests of society. Through its effective and atractive communication television, impose on people not to think and act. Thus as people are taking refuge of television to forget113 their troubles, such a behaviour of them cause to a continuos increase of problems. People in grant of television, fall in a deep in terms of emptiness of personality, idea, spirit and character. Being a means of cultural expression television, presents new and different life-styles to its viewers, it makes them frightend, passive and incites them to imitate the actions as individuals open to exploitation. This medium which shows living on consumption and being free by spending as much as possible as the object of one's existance jeopardizes social peace and comfort by stimulating violance and crime. While television abuses people vulnerability, it wipes out all kind of human sensitivity, it drives people to imitativenens, indifference and ignorance from whichever social, economic and educational background they come. This medium tries to give to all humanity a uniformed conscience medium and common behaviours. Television continues an inter cultural exchange against weaker cultures. This homogenizing effect of TV on world societies can not be seen as an improvement for universal peace. Improving effect of television on education, social development and universal peace is possible only by its true usage. By this way it can be realized to educate and inform the societies on the positive directions. Television programmes in every country meanwhile in Turkey should be redesigned by taking into consideration social and economic conditions, cultural and humanity characterises of the countries. For the meaningful, true and realist usage of TV, important roles fall on the shoulder of the government, sociologists, communication scientists and even on the simple citizens. If this has been done expectations and hopes for future can sprout and grow again.en_US
