Milli Eğitim Bakanlığı taşra yönetiminde iletişim sorunları

Abstract

203 ÖZ Türkiye eğitim sistemi, Milli Eğitim bakanlığı ve ona bağlı eğitim birimleri biçiminde örgütlenmiştir. Ülke düzeyinde eğitim ve öğretim yapan bütün resmi ve özel kuruluşlar bu yapıya bağlıdır. Merkezi ağırlıklı devlet yapısının sonucu olan bu yapı kendi içerisinde, etkili eğitim yönetimlerini zorunlu kılmaktadır. Bu durumda toplumun ve ülkenin geleceği için gerekli ve önemli olan kararların alınması, eğitim yönetimimize büyük görev ve roller yüklemektedir. Eğitim yönetiminlerinin de; etkili ve verimli hale gelebilmeleri diğer bilimlerin ve yönetimin verilerinden yararlanmayı gerektirmektedir. Yönetim bir örgütte önceden belirlenmiş amaçları gerçekleştirmek için bir araya getirilen insan ve madde kaynakların harekete geçirilme sürecidir. Milli Eğitim Bakanlığı geniş bir örgütlenme yapısına sahip olduğu için de yönetim faaliyetlerinin büyük bir kısmını taşra örgüt yapısı ile gerçekleştirmektedir. İl Milli Eğitim Müdürlükleri ve bağlı birimleri, Bakanlığın Taşradaki eğitim yönetimi fealiyetlerinin temsilcisi ve yürütücüsü konumundadır.. Gerek bakanlık, gerekse taşra teşkilatında olsun eğitim yönetimi faaliyetleri karar verme, planlama, örgütleme, iletişim kurma, etkileme, eşgüdümleme ve değerlendirme süreçlerini bütün olarak kullanmak zorundadır. İşte bu araştırmada eğitim yönetimimizin örgütsel yapısı tanıtılmaya ve yönetim süreçlerinden iletişim süreci ele alınarak, Milli Eğitim Bakanlığı taşra yönetimindeki iletişim sorunları ve bunların eğitim yönetimine olan etkileri ortaya çıkarılmaya çalışılmaktadır. Araştırmada; yönetim, iletişim, eğitim yönetimi ve eğitim yönetimimizde iletişim, belli başlı iletişim sorunları, konularına değinilmiştir. Araştırma literatür taraması ve anket uygulaması şeklinde yürütülen betimsel bir araştırmadır. (Araştırmanın uygulamalı bölümü Van ili evreninden seçilen örneklemler üzerinde yapılmıştır.) Netice olarak iletişim eğitim yönetimlerinde insan faktörünün önemini ortaya çıkaran bir süreçtir. Çünkü iletişim duygu düşünce bilgi ve mesajların kişi ve gruplar arasında paylaşılma sürecidir. Taşra eğitim yönetimlerinin de ancak paylaşılan ileti mesaj, haber ve değerlerle etkili hale gelebileceği ve Milli Eğitim Bakanlığı taşra teşkilatında, iletişim ve iletişim sürecinden kaynaklanan sorunların azalabileceği düşünülmektedir.

204 ABSTRACT Turkish Education System is organised as the Ministry of Education and the units tied to it. All of the official and special establishment that give education in the country is tied to this structure. The structure which is the result of centralized administrational establishments makes effective education administration necessary. In this position, in getting necessary and important decisions for the future of the society and country, our Education Administration has big duty and roles. To become productive and effective the Education Administration necessitates to profit from the datum of other sciences and administrations. Administration is the process of getting into action of substance fountains and people who become together to reach to the aims that decided before. Because the Ministry of Education has a wide organisation system it does a big part of the administration activities with the provinces organisation system. The directory of Education in cities and the tied units, are in the position of representatives and doers of Education administration activities in the provinces of ministry. Both in the Ministry and in the provinces the Education Administration activities has to use the process of making decision, planning, organising, communicating, influencing, managing and appraising as a whole. In this research it is tried to introduce the organizational structure of our Education Administration and with getting into account of communicating process through the Administration process. It is also tried to find out the communicating problems in the Ministry to Education provinces administration and the effects of these to Education Administration. In the research, it is touched to administration, communication, Educational Administration and communication in our education administration, the main communication problems, subjects. The research is kind of descriptive~research that done like literature hatching and inguiry appliment (The applied part of the research is done models chosen in Van city universe). As a result communication is a process that shows the importance of men's factor in Education Administrations. Because the communication is the process of sharing the feelings, thoughts, knowledge and messages between people and groups, it is thought that the provinces education administrations can only become effective by the shared conductor message, information and values, and in the Ministry of Education's provinces organisation. It's also thought that the problems that is due to communication and communication process can be reduced.
