Sivil toplum ve sivil itaatsizlik üzerine kavramsal bir çerçeve

Abstract

57 ÖZET Sivil toplum ve sivil itaatsizlik son yıllarda üzerinde önemle durulan kavramlardandır. Tüm dünyada bu kavramların önemi her geçen gün artmaktadır. Türkiye'de 1980 sonrasında etkin bir olgu halini alan sivil toplum kavramı toplumumuzda farklı anlamlarda kullanılmıştır. Sivil toplum kavramının batı kaynaklı olması ve ülkemizde resmi söylemin toplumu baskı altında tutması bu farklı anlamlandırmalara sebep olmuştur. Sivil toplum, devletin dışındaki varlık alanına vurgu yapar. Resmi söylemin dışında bireyin kendi kültürel, dini, siyasi niteliklerini sergileyebilmesi iktisadi ya da toplumsal alanda bireysel girişimde bulunması ve örgütlenmesi sivil toplumu ifade eder. Son yıllardaki bu farklılıklar, sivil toplumun daha hızlı bir gelişim seyri içinde toplumsal yapıda yer almaşım sağlamıştır. Ayrıca gönüllü bir yapılanma ile oluşumunu gerçekleştirmesi de sivil toplum örgütlerinin farklılıkları içinde barındırmasına olanak sağlamıştır. Bu yapıların toplum içinde etkililiği, sivil itaatsizlik eylemleri ve işlevsel olarak üyelerine kazandırdıkları faydalar ölçüsünde değerlendirilir. Ülkemizdeki sivil toplum örgütleri ve sivil itaatsizlik eylemlerinin etkililiği ve sağladığı faydaya bakıldığında hâlâ tartışılır durumda oldukları görülür. Bu araştırmada, özelde Türkiye'deki sivil toplumun konumu ve sivil itaatsizlik olgusunun etkililiği ortaya çıkarılmaya çalışılmıştır. Bu amaçla sivil toplum ve sivil itaatsizlik kavranılan açıklandıktan sonra ülkemizde sivil toplumun genel olarak nasıl algılandığı üzerinde durulmuştur. Türkiye'de resmi söylem her zaman toplum karşısında haklı ve güçlü bir yapıya sahiptir; fakat son yıllarda oluşturulan gönüllü örgütlenmeler resmi söylemin dışında konumlanmaya başlamıştır. Bu örgütler, yasal çerçevede resmi ideolojiyi etkilemeye çalışmakta ve sivil eylemlerle hak aramada öncü olmaktadırlar.

58 ABSTRACT (SUMMARY) Civil society and civil disobedients are the conceptions which have been dwelt in an important way in all over the world. The importance of these conseptions have been rising recently. The conception of civil society which has taken a notion after an effect in Turkey, in 1980 had been used in different understantings in our society. As the conception of the civil society related with west source and as the official speech takes the society under the pressure it hand caused to the different understandings in our country. Civil society stresses the ways of things which are without conutry (state). It expresses the civil society to exhibit the person's cultural, religious and political qualities and to interfere in economy or in society's ways or to organize the persons. These differences had caused the civil society to take place in a structural society with a quick development piston stroke in recent years. In addition, with a willing structure to create its becoming it had led a posibility to civil society organizations that take refuge in differences. The influence of these structures in society is evaluated with an extend of usefullness which had given important gains to its members in a duty way or to the civil disobedient movements. When we look the influence of civil society organizations and civil disobedient movements and also to its usefullness that secure is still seen mat it is in a discussable position. In this reseach, it hat been tried to arise the civil societu's place position and disobedient conception especially in Turkey. For that reason after sivil society and civil disobedient concetions has been explained it had been focused how civil society is thought generally in our country. Official speech always has got a strong structure and aright against society in Turkey. But the willing organizations which were created in recent years had begun to settle without offical speech.
