Dünya sistemleri analizi perspektifinde devlet ve etnisite ilişkisi: Kanada ve Quebec örneğiyle

Abstract

1970 sonrası süreçte neredeyse tüm dünya genelindeki ulus-devletler ve etnisiteler arasındaki ilişkilerde şiddet dozu yükselebilen krizler ortaya çıkmıştır. Devletler ve etnisiteleri arasındaki diyalektik ilişkiyi anlama amacı ile yapılan çalışmada Dünya-Sistemleri analizi kuramı benimsenmiştir. Tezin; etnisite, ulus-devlet ve ulus gibi yapılara bakışı kapitalist dünya-ekonomisi sisteminin ürünü olduklarından hareketle eleştireldir. Tez krizlerin temelinde sistemik yapısal gerilim ve çevrimsel krizlerin olduğu iddiasındadır.Yöntem olarak çevrimsel krizlerin zaman-serileri ile etnik sorunların krize dönüşme süreçleri arasındaki paralel tespit edilmeye çalışılmıştır. Quebec sorununun eskiliği zaman serilerinin çevrimlerle olan paralelliğini izleme imkânı sağlamıştır.Sonuçta analiz; Quebecli elitlerin çekişmesinin ardında burjuvalaşma ve sınıf-içi çatışma süreçleri ile hegemonik ve Kondratiev çevrimleri arasında bir uyumluluğu göstermiştir. Bu tespitin diğer devlet etnisite çalışmalarına da ışık tutması muhtemeldir.

After 1970's ever growing dose of power of crises between Ethnicities and Nation-States are witnessed. This study aims to understand the dialectical relationship between these parties within the World System Analysis framework.In this context, Ethnicities, Nation–State and Nations which can easily be seen as products of capitalist global economy, are analysed with critical approach. The study claims that with their economic and hegemonic aspects cyclical crises and, with their relational as well as structural properties tensions are arising from the system. The method used in this study aims to find out whether the timing of cyclicity of economic crises goes along with ethnicities problems. Old history of Quebec's on this matter, made easy for application of time serial comparison.Our analytical study showed that the backstage of Quebec's elite contentions covers hegemonic and Kondratiev cycles that coincides with the bourgeois and class conflict. Although this case is seemed to unique to Quebec, it is likely to lead other studies related to Nation- Ethnicities perspectives.
