Sosyalizm sonrası Romanya`da demokrasi ve siyaset

Abstract

Demokrasi, insan yaşamına dair sadece bir toplumsal yönetim mekanizması değil, aynı zamanda sivil toplum kuruluşlarıyla, katılımcı kitleleriyle, uzlaşmacı politikalarıyla başlı başına bir kültür ve değerdir. Başarılması ve uygulanması için zorlu süreçlerden geçilmesi gereken demokrasi, benimsenmesi ve güçlenmesi için devletin, vatandaşların, desteğine ihtiyaç duyabilir. Seçimlerin adil ve özgür bir biçimde gerçekleşmesi demokrasinin temel gerekliliklerinden biridir. İktidarda hangi parti olursa olsun, demokratik ve anayasal düzene saygı göstermek zorundadır. Demokrasi kültürü kökleşmiş bir çok Avrupa Birliği ülkesinde demokratik hak ve bilinçi özgürlükler ile demokratik kurumları yaşama geçirilmesi yıllar almıştır. Yeni katılan bazı ülkeler bu bilinci sadece birkaç yıllık bir deneyimle edinmiştir. Romanya bu ülkelerden birisidir, sosyalist rejimin üzerinden 26 yıl geçmesine rağmen (1989-2015 yıllar arası) tam olarak demokrasiye geçilemememiş, ancak bu süreç yavaş yavaş oluşturulmaya çalışılarak ilerletilmiştir. 1989'dan bu yana Romanya'daki insanlar özgürlük ihtiyacını farklı durum ve ortamlarda seslendirmiştir. Bağımsız olma gereksinimi insanın karakteristik bir özelliğidir; bu özgürlük güdüsü ve düşüncesinin kökeni serbestlik sezgisine dayanmaktadır. Romen toplumu 1989'da adalete inanmaya başlamıştır ve bu olay 2012'de tekrarlanmıştır. Bu tekrarlar Romanya için demokrasiye doğru adımlar sayılan önemli seviyedeki bir hareketlerdir.

Democracy is not representing a fact about human life or social management mechanism, in fact democracy concept it is in relation with civil society organizations and masses. Also we can say that according with the policies it is itself a culture and value.Achieving the democracy should be through the challenging process for his implementation, adoption and strengthening the state, citizens that sometimes may need the support of different communities. The role of the prime minister of the government is important in this system because here everyone has to participate to elections, every citizen must play a role. No matter which party it is in power, the people must to respect the democratic and constitutional order. Ingrained in the culture of democracy, in many European Union countries we can see how democracy works and how it has taken years to implement it. Romania is one of those new countries that after 26 years of socialism (between 1989-2015) didn't reach to a fully transition to democracy, this process slowly progressed trying to create the transition. Since 1989, the need for freedom of Romanian people has been performed in different situations and environments. A characteristic feature of people is required to be independent; the origin of the idea of liberty and freedom is based on intuition reasons. In 1989 the Romanian society began to believe in justice, and similar events were repeated in 2012. These events represent toward democracy movement a step that is considered very important for Romanian society.
