Ebeveynlerin okul idaresi sürecine katılımına ilişkin okul idarecileri ve öğretmenlerin görüşleri (Tekirdağ ili örneği)

Abstract

Bu araştırma Millî Eğitim Bakanlığı devlet okullarında ebeveynlerin okul idaresi sürecine katılımına ilişkin olarak okul idarecilerinin ve öğretmenlerin görüş ve önerilerinin alınması amacıyla yapılmıştır. Millî Eğitim Bakanlığı Taşra Örgütünde görev yapan eğitim yöneticileri ve öğretmenlere yedi açık uçlu sorudan oluşan bir soru formu kullanılarak nitel bir çalışma yapılmıştır. Ankete verilen cevaplar içerik analizi ile çözümlenmiş ve verilerin yüzde frekans değerleri ile katılımcıların örnek ifadelerine yer verilmiştir.Araştırmadan elde edilen veriler ışığında ebeveynlerin okul idaresi sürecine katılımına ilişkin okul idarecilerinin ve öğretmenlerin görüşlerinden şu sonuçlar elde edilmiştir. Ebeveynler yönetim sürecine yeterince katılmamaktadır. Ebeveynlerin okul yönetim süreçlerine katılımı öğrenci başarısını olumlu yönde etkileyip, öğrencinin akademik başarısını artırmaktadır. Ebeveynlerin okul yönetim sürecine katılımını engelleyen faktörler; çevresel etkiler, sosyal yapı, kültür, eğitim, ekonomik durum çalışan ailenin yoğun iş temposu, ebeveynlerin yaşadığı çevre, okul yönetimin ve öğretmenlerin tutum ve davranışlarının ebeveynler üzerindeki etkisi ve mevzuattaki yetersizlikler şeklindedir. Ebeveynlerin okula gelme sıklıkları çalışma saatleri ve sosyo-ekonomik düzeylerine göre değişiklik göstermektedir. Ebeveynlerin yönetim sürecine katılıp katılmaması öğretmenin ve yöneticinin okulu eğitim-öğretim süreci içinde istenilen hedeflere ulaştırmasında etkilemektedir. Ebeveynlerin yönetim sürecine katılmalarını artırmak için okul yönetimi ebeveynlere konferans ve seminerler düzenlemeli, görüşme ve rehberlik faaliyetleri yapmalı, veli toplantıları düzenleyip, eğitsel ve soysal faaliyetler içine ebeveynleri katıp, görsel ve yazılı medya ile destekleyerek ortak çalışmalar yapmalıdır. Okul yönetimine okul aile birlikleri ile katılan ebeveynlerin karar almada başvuracağı yönetmeliklerin yetersiz oldukları görülmüştür. Öğretmen ve idarecilerin iş yoğunluğu sebebi ile veli görüşmelerini planlayamadığı, bunun sonucu olarak da ebeveynlerin okula gelme ve yönetime katılım sağlama noktasında çekimser kaldığı görülmüştür. This research views of school administrators and teachers in relation to the participation of parents in the school management process was conducted in the Ministry of Education School and solicit their suggestions. Ministry of Education Provincial Organization working in education administrators and teachers conducted a qualitative study using a question form consisting of seven open ended questions. Survey responses were analyzed through content analysis and indicated the expression patterns of the participants with the percentage frequency of the data. Parents are not involved enough in the management process. Parental involvement in school management processes positively affects student achievement, increase the academic achievement. Factors that prevent the participation of parents in the school management process; environmental impacts, social structure, culture, education, economic status family running the busy schedule, parents living environment is in the form of failure in school management and teachers' attitudes and the impact of the parental behavior and legislation. Parents often come to school varies according to the working hours and socio-economic status. Parents participate in the administration process of teacher and administrator in the transport affects the desired goals in school education process. School management to increase the participation of parents in the management process should arrange parent conferences, seminars, talks and guided activities to do, parent meetings, organize, clerks parents into the educational and social activities, should make joint efforts to support the visual and written media. Of parents attending parent-teacher associations and school management regulations that apply in decision-making were found to be inadequate. Teachers and administrators cannot plan their workload because of its parent interviews, it was observed that as a result of the parents to come to school and participate in the point of abstaining.
