Sosyal yardımlaşma ve dayanışma vakıflarının ülke ekonomisine katkıları

Abstract

Geçmişten günümüze kadar ülkelerin uyguladığı ekonomi politikaları, özellikle piyasa ekonomilerinde rekabetin artmasıyla birlikte güç kazanan gelir dağılımı eşitsizliği ve beraberinde gelen yoksulluk sorunu karşısında değişime uğramıştır; çünkü gelir dağılımı eşitsizliğinin getirdiği yoksulluk, gelişmiş ya da gelişmekte olan ülkelerin ekonomilerinde birtakım olumsuzluklara yol açmaktadır. Yoksulluk sorunu sadece ekonomik alanda değil, sosyal hayat içerisinde de huzursuzluklara, eşitsizliklere, zengin ile fakir arasındaki adaletsizliklere sebep olduğundan tüm toplumlarda ''sosyal dışlanma'' kaçınılmazdır. Kişiler arasında sosyal adaletin sağlanabilmesi ve ülke nüfusundaki en yoksul ile en zengin kesimin milli gelirden aldığı paylar arasındaki uçurumların kapatılabilmesi, politika uygulayıcılarının geliştirdiği ekonomi politikalarıyla hem eşitsizlikleri kapatıcı gelir dağılımı adaletinin sağlanmasına hem de yoksulluğu azaltıcı tedbirler alınmasına bağlıdır. Özellikle küreselleşmenin getirdiği işsizlik ve yoksulluk gibi toplumun bütün kesimlerini ilgilendiren sorunlar tüm dünya ülkelerinin gündemini oluşturmaktadır. Günümüzde derinleşen ekonomik krizler, işsizliğin yapısal bir sorun hâline gelmesi, politik ve toplumsal nedenlerin etkisiyle çeşitli sosyal yardım programları uygulanmaktadır. Türkiye' de bir sosyal politika ürünü olan sosyal yardımlar ile yoksulluğu önlemek ve olumsuz etkilerini en aza indirmek amacıyla çalışmalar yapılmaktadır. SYD Vakıfları' nın yoksullukla mücadele alanında sadece nakdi ve ayni yardım yapmanın yanı sıra; sosyal yardım anlayışında değişmekte olan politikaları da bulunmaktadır. Türkiye'de bütün yoksul kesimi ilgilendiren ilk kamu kaynaklı sosyal yardım fonu olan SYDTF' nin kurulmasıyla, dezavantajlı kesimlere yönelik uygulanan sosyal yardım programları ve ülke ekonomisine katkı sağlayacak çeşitli proje destekleri için Fon kaynakları kullanılmaya başlanmıştır. Sosyal yardım sisteminde bu örgütlenmeyi destekleyici şekilde bilişim teknolojileri kullanılarak ve sosyal yardımlarla istihdam bağlantısı kurularak, muhtaç kişilerin mesleki eğitimlerle desteklenip, iş gücüne katılımlarının sağlanması yönünde çalışmalar yapılmaktadır.

The economic policies implemented by countries from past to present day have changed in response to the income disparity inequality and poverty that has gained strength, especially as competition has increased in market economies; because the poverty of income inequality leads to a number of disadvantages in the economies of developed and developing countries. `Social exclusion` is inevitable in all societies, since the problem of poverty causes not only the economic field but also social unrests, inequalities, injustice between the rich and the poor. The provision of social justice among the people and the closure of the gap between the poorest of the country's population and those of the wealthiest sector depends on the economic policies developed by the policy makers and the provision of justice and the poverty alleviation measures.Problems that concern all segments of society, especially unemployment and poverty brought by globalization, are the agenda of all world countries. Today, various social assistance programs are being implemented due to deepening economic crises, unemployment being a structural problem, political and social reasons. In Turkey, social benefits, which are a product of social policy, are being implemented to prevent poverty and minimize the negative effects. In addition to providing only cash and kind assistance in the field of SYD Foundations' struggle against poverty, there are changing policies in the concept of social assistance. With the establishment of the first publicly funded social assistance fund, SYDTF, which deals with all the poor in Turkey, social assistance programs for disadvantaged populations and funding for various project supports to contribute to the country's economy have begun to be used. In the social welfare system, studies are being carried out by using information technology to support this organization and establishing employment link with social welfare, supporting needy people with vocational training and ensuring their participation in the work force.
