Standart pafta gerekliliği ve harita ile ilgili uygulamaların standart pafta üzerinde yürütülmesi

Abstract

Günümüzde harita kullanım ihtiyacı hızla artmaktadır. Bu ihtiyaç mevcut kanunlarla yetki verilmiş kuruluşların yaptığı haritalarla karşılanmaktadır. Çoğu zaman bu haritaların birbirleriyle ilişkilendirilerek kullanım zorunluluğu doğmaktadır. Ancak bu haritalar değişik ölçek, format, koordinat sistemi, geometrik prezisyon, altlık, çizime bilgi türü içerdikleri için beraber kullanımları olanaksızlaşmaktadır. Halbuki değişik jeodezik ve kartografik özellikler olan bu haritalar belli bir standartta yapılmış olsalardı bu tür güçlükleri minimize etmek mümkün olabilirdi.Bu çalışmada; mevcut durum ve uygulamada karşılaşılan bazı problemlere değinilmiş, mevcut kanunlarla büyük ölçekli standart harita üretimi ve bu üretimde karşılaşılması olası problemlerin standart harita üretimine dayalı olarak çözem konusu incelenmiştir. Ayrıca yaklaşık 300 adet 1/1000 ölçekli pafta alanını kapsayan bir bölgede ihtiyaç duyulan `Hangi yapılar hangi parselde?` probleminin çözümünde kullanılan değişik türdeki haritalar tek bir standarta dönüştürülmüş ve bu konuda nasıl bir uygulama yapılabileeği bir örnekle gösterilmeye çalışılmıştır.

As the time goes on, the map using need is increasing rapidly. This need is serving with the maps, which the different institutions legally authorized have produced. Putting together these maps have varied coordinate system, scale, format, geometric accuracy, base, construction and information art, is becoming impossible connecting this maps. Ehereas, if this maps that varied geodesic and cartographic characteristics have, were produced with the same standart, it could be possible to minimize such difficulties.In this study; is mentioned of the present situation and the problems, that are face in the practice; is examined the production of the standart maps of the large scale by the present laws and by the time this production is real, the solution based on the stadart maps of the problems faced and is practiced in the area that contains approximate 300 units section of the map with the scale 1/1000 achieving to the solution of the problem `Which builfings is in which parcel` with transformin varied maps used into standart maps and is tried making a practice in this theme as example.
